The eight single-story "cottage" units are located on the west-side of the <br />project, and are set back a minimum of 50 feet from the Highway 42 right-of-way. The <br />applicant has provided significant plantings combined with berming to mitigate the <br />potential noise and visual impacts of the road. Wood noted that two driveway entrances <br />are proposed. <br /> <br />Wood reviewed the architecture of the proposal. The main building is proposed as a <br />combination of two and three stories. The building is designed in a 'Lodge" style, similar <br />to their existing building, but differentiated for marketing purposes. The primary <br />materials are proposed to be synthetic stone, shingles and board and batten siding. Wood <br />stated that the applicant is requesting a 38-foot building height, 3 feet greater than <br />allowed by the CDDSG. There is also a clock tower feature at the southwest comer of <br />the building, which measures 53 feet in height. This would also be 'an exception to the <br />50-foot maximum for architectural features as provided for in the CDDSG. Wood noted <br />that Staff recommends the 50-foot maximum for architectural features as required by the <br />CDDSG. <br /> <br />The sign proposal includes monument signs, an L-shaped sign at the intersection of <br />Highway 42 and Hecla Drive and a second double-faced sign at the primary drive entry <br />off of Hecla Drive. Each sign is 3 feet 6 inches high by 1 ! feet in length. Letters would <br />be pin-mounted brass illuminated with ground-mounted spot lighting. The Planning <br />Commission supported the request for the second signs, with the condition that written <br />consent from the owners of the two remaining lots be submitted. Wood reviewed the <br />lighting, which includes a point-by-point photometric site plan as well as details for <br />fixtures. <br /> <br />Wood stated that the Planning Commission reviewed the application at their January 18th <br />meeting and unanimously approved the application with six conditions and one additional <br />recommendation. The first three conditions cite tracking of administrative items and they <br />still remain. The condition regarding the monument sign also remains. The Planning <br />Commission forwards a recommendation to City Council pertaining to a possible <br />pedestrian crossing on Hecla Drive between the existing facility and the new independent <br />living facility. The applicant would like to install mid-block traffic crossing and some <br />type of calming or pedestrian crossing device to better define this location. Wood stated <br />that the primary concern with a mid-block crossing at that location involves the relatively <br />steep downhill grade of Hccla Drive, which may increase required stopping distances, <br />and combined with the horizontal curvature of the road, which somewhat limits visibility. <br />Staff is recommending that prior to the identification of the crossing, a separate traffic <br />study needs to be completed. <br /> <br />13 <br /> <br /> <br />
