Louisville City Council Meeting <br />February 6, 2001 <br />Page 14. <br /> <br />Davidson called for Applicant presentation. <br /> <br />Michael Schonbrun, Balfour Senior Care, 1855 Plaza Drive, Louisville, CO made his <br />presentation of the second phase of the Balfour Project. He stated that the Balfour <br />campus would be the first Continuing Care Retirement Community (CCRC) in eastern <br />Boulder County. He noted that there has been considerable interest expressed in renting <br />independent living units. He stated that this facility would benefit the community. He <br />noted that the proposal includes a theater room for presentations and productions for all <br />Balfour residents and would be available to community and theater groups. He noted that <br />the concept behind Balfour is to integrate with the rest of the community. He stated that <br />several residents of the Balfour Facility are in attendance and interested in the outcome of <br />the proposal. He stated that they are in agreement with the recommendations of the <br />Planning Commission and Staff. He urged Council to support the Planning <br />Commission's recommendation on a pedestrian crossing. <br /> <br />COUNCIL COMMENTS <br /> <br />Mayer asked Planning Director Wood the likelihood of a traffic light at the intersection of <br />Hecla and Highway 42. Wood stated that the intersection of Hecla and Highway 42 is <br />slated for traffic control. <br /> <br />Mayer asked who would pay for the traffic control device. Schonrun stated that Balfour <br />would be willing to pay for the cost of the traffic control device. He stated that they feel <br />it is part of the cost of the project. <br /> <br />Mayer stated that he would support the Planning Commission's recommendations. <br /> <br />Davidson noted that pedestrian crossings are a big problem, especially for the elderly. He <br />suggested that the applicant consider an underpass for a pedestrian crossing. <br /> <br />Keany asked Wood about the height of the tower. Wood stated that the proposed tower <br />measures 53 feet in height. Staff is asking for a 3' reduction of the tower to be compliant <br />with the CDDSG. <br /> <br />Keany asked Schonrun what is on top of the tower. It was noted that it was merely <br />ornamentation. <br /> <br />Keany voiced his concern about the pedestrian crossing and asked that the City Attorney <br />draft language that the City would not be held liable for any incidents or injuries that may <br />occur in the pedestrian cross-walk. <br /> <br />14 <br /> <br /> <br />
