the Jurisdiction; and mail the ballots between 22 days and 18 days before Election Day, or <br /> between October 15 and October 21, 2012. The County Clerk shall create a file of all active <br /> PMIV electors for submission to the vendor responsible for printing, preparing, addressing, and <br /> mailing the official ballots and submit the file to the chosen vendor on or before October 9, 2012, <br /> 29 days prior to Election Day. The printing; preparation of the ballots for mailing; and the <br /> mailing of the ballots shall be performed by the vendor at a rate specified in a contract with <br /> Boulder County. <br /> Pursuant to C.R.S. § 1-8.3-110, transmit, or arrange to have the vendor transmit, balloting <br /> material to overseas and uniformed-service voters serving outside of the State by no later than <br /> September 22, 2012 if the ballot application was received by September 22, 2012. For ballot <br /> applications received after September 16, 2011 and within the statutory deadline, transmit (or <br /> arrange to have transmitted)balloting material within 72 hours after receipt of the application. <br /> 3.5 Early voting/service centers. Provide for Early Voting and voter service centers <br /> from October 22, 2012 until November 2, 2012. The County Clerk will hire and train staff to <br /> operate Early Voting and service centers in 6 locations across Boulder County, including: 3 <br /> centers in Boulder; 1 in Lafayette, and 2 in Longmont. <br /> 3.6 Polling places. Set up, staff and operate 118 polling locations throughout <br /> Boulder County from 7 a.m. until 7 p.m. on Election Day. The County Clerk will hire and train <br /> election judges,ensure ADA accessibility for both the space and equipment and ensure that <br /> every eligible voter in assigned precincts is able to vote. <br /> 3.7 Additional ballots. In the event additional ballots are required, the County Clerk <br /> shall make every effort to print the additional necessary ballots for the Jurisdiction using the <br /> Clerk's Ballot Now system. <br /> 3.8 Mail-in ballots. Ensure that the mail-in ballot packets contain instructions to the <br /> voters; a secrecy sleeve (if the type of ballot requires such secrecy sleeve to maintain the privacy <br /> of the vote); an inner verification/return envelope; and the outer/mail envelope containing the <br /> appropriate postage, Official Election logo; and indicia for Return Service Requested. <br /> 3.9 Provide for the security of voted returned, unvoted returned and unissued ballots. <br /> 3.10 Provide training, forms, and logs to track the ballot inventory for mail, <br /> replacement, test and duplication ballots. <br /> 3.11 Appoint, as required by law, train, provide written materials to and pay a <br /> sufficient number of qualified election judges to receive and process the voted ballots as they are <br /> returned by the U.S. Post Office or are hand delivered to the designated voted ballot return sites; <br /> and to receive and process unvoted ballots returned to the County Clerk by the U.S. Post Office. <br /> The processing shall include the date stamping of all ballots received (both voted and unvoted) <br /> on the date they are returned, and the counting of the number of ballots returned each day. <br /> Page 3 of 8 <br />
