<br />Revitalization Commission <br />Minutes <br />DATE <br />Page 2 of 3 <br />1. Urban Renewal Plan Update, Public Meeting Dates - There are three <br />public meetings planned over the next two to three months. Dates are <br />not currently finalized but will be confirmed in the next few weeks. <br />2. Discussion Regarding Highway 42 Street Plan - A memo was circulated <br />regarding the vehicular circulation and access plan for the Highway 42 <br />area. Basis for the current street alignment was discussed as well as <br />potential modifications to the Highway 42 Framework Plan portion of the <br />Comprehensive Plan proposed by staff in response to concerns raised <br />by the Deborski family with the current street alignment shown on the <br />Framework Plan. A. number of conceptual street layouts were provided <br />to the LRC for review of this issue, including a conceptual street <br />alignment from the adopted Highway 42 Framework Plan, existing street <br />Right of Ways, the Transportation and Access Plan, and additional <br />conceptual street layouts. The LRC directed staff to initiate a filing with <br />the Planning Department to amend the Highway 42 Framework Plan <br />component of Cityvvide Comprehensive Plan to address specifically the <br />conceptual street layout in the this portion of the Plan. The LRC also <br />requested more discussion on this item at the November regular meeting <br />with a recommendation by staff as to the preferable revised street layout. <br />Staff noted that filinlg with the Planning Department would initiate an <br />amendment process, and that procedures regarding the proposed <br />amendment would include public hearings before the Planning <br />Commission and City Council. <br />3. Joint Colorado Springs Urban Renewal Authority/LRC Meeting Agenda, <br />October 31, 2005 - A draft agenda was circulated for the meeting. The <br />excursion to Colorado Springs will leave City Hall at 8:00 AM with a <br />return time of 3:30 PM that same day. <br />4. Planning Department Update on Highway 42 Area Activities - <br />A) Highway 42 Mixed-Use Zoning and Design Guidelines, <br />September 12 Public Meeting Update - Ken Johnstone gave a <br />brief update of the September 12 meeting and a summary of the <br />public comments received regarding the draft ordinance. There <br />was additional discussion on the recent Highway 42 Traffic and <br />Access Study that is currently ongoing. An open house regarding <br />the Traffic and Access Study is scheduled for October 27 from <br />5:00 to 7:00 PM. <br />5. Next Meeting Items - 1) Update on the Urban Renewal Plan, Leland <br />Consulting Group; 2) Highway 42 Street Realignment Update; 3) LRC <br />Proposed Budget; 4) Next Meeting Items; and 5) Next Meeting Date <br />6. Next Meeting Date- The next regularly scheduled meeting is to be held <br />on November 10, 2005 <br /> <br />Commissioners' Comments <br />Mayor Sisk informed LRC members that Tom Clark, Executive VP of the Metro <br />Denver Economic Development Corporation would like the opportunity to speak <br />
