<br />City Council <br />Meeting Minutes <br />November 1, 2005 <br />Page 6 of 8 <br /> <br />Mayor Pro-Tem Keany requested a Staff presentation. <br /> <br />Planning Director Paul Wood explained the applicant, Portercare Adventist <br />Health System, and Avista Hospital, is requesting authorization for a subdivision <br />replat, and a final PUD development plan to construct a 30,847 SF building <br />expansion which will add hospital support functions in the basement level and up <br />to six new operating rooms on the main level. The building addition is located on <br />the north end of the existing hospital adjacent to the loading and service yard. <br /> <br />The subdivision replat was submitted with the request, which if authorized, will <br />become the 7th Filing of the Health Park Subdivision. The proposed Filing NO.7 <br />renumbers the lots to clarify the numbering order created by Filing #6. The <br />subdivision replat does not trigger any obligation on behalf of the applicant for the <br />construction of public improvements. The access drives and the parking lot <br />improvements are all private improvements. <br /> <br />The Health Park currently has 1,072 parking spaces. The proposed PUD will <br />provide a total of 1,076 parking spaces. The building architecture and materials <br />will match the existing hospital. <br /> <br />The Planning Commission conducted a public hearing on the application at a <br />regular meeting on October 13, 2005 and approved a motion to forward a <br />recommendation of conditional approval to City Council. The Planning <br />Commission resolution was approved with four conditions. Two conditions <br />related to the type of lighting fixtures used on the PUD lighting plan to insure that <br />they would provide sufficient shielding to the north. The remaining two conditions <br />related to modifications to the subdivision plat concerning one plat note and the <br />removal of a drainage easement at the northeast end of the campus. The <br />applicant has addressed all conditions of the Planning Commission. Staff <br />forwarded two conditions of approval related to minor modifications to the <br />subdivision plat. <br /> <br />Planning Director Wood reviewed Ordinance No. 1480, Series 2005. The <br />ordinance, if authorized, vacates the City's interest in 25 foot (5,028 SF) utility <br />easement. <br /> <br />Council member Marsella asked why the City's name will be removed from the <br />signature block. Planning Director Wood explained the City has no ownership <br />interest in the platting of Filing NO.7. <br /> <br />Mayor Pro-Tem Keany requested an applicant presentation. No presentation. <br /> <br />Mayor Pro-Tem Keany requested public comment. There were no comments. <br />
