<br />City Council <br />Meeting Minutes <br />December 6, 2005 <br />Page 3 of 16 <br /> <br />Mayor Sisk read City of Louisville Proclamation recognizing Louisville Elementary <br />School Teacher Adele Bravo, as Colorado Teacher of the Year for 2006. <br /> <br />Ms. Bravo reported she started her teaching career at Louisville Elementary and <br />was hired by former Council member Levihn, who was the principal at that time. <br />She voiced her pride to represent the teachers in Colorado and in Louisville. She <br />thanked the Mayor and Council for honoring her. <br /> <br />Mayor Pro Tem Brown arrived at 7:12 p.m. <br /> <br />ORDINANCE No. 1456, SERIES 2004 - AN ORDINANCE ZONING <br />PROPERTY KNOWN AS THE HOYLE PROPERTY - 2nd reading - public <br />hearing (advertised Daily Camera 9/25/04, 2/27/05 & 11/26/05) continued <br />from 10/19/04 & 2/1105 <br /> <br />Mayor Sisk requested a City Attorney introduction. <br /> <br />City Attorney Light read Ordinance No. 1456, Series 2004. <br /> <br />Mayor Sisk reported on a letter received from Mr. Richard Lopez, Legal Counsel <br />for the Hoyle Family Trust. The letter requested the hearing be tabled to a date <br />certain, but did not specify a date. <br /> <br />City Attorney Light reported on continuing discussions with the Boulder County <br />Planning Staff and Mr. Lopez. He stated Ordinance No. 1456, Series 2004, <br />zoned the property as Agricultural. He recommended continuing the matter to <br />the February 7, 2006 Council meeting. <br /> <br />Mayor Sisk reviewed the history of the property through the court process. The <br />applicant requested the District Court review their application for annexation. <br />The Boulder County District Court ordered the City of Louisville to annex the <br />property but did not designate a zoning for the property. <br /> <br />Council member Muckle asked if the City is in conflict with the intergovernmental <br />agreements by Court order. City Attorney Light explained the lawsuit had the <br />effect of bringing the annexation to the City of Louisville, however the IGA still <br />applies to the property with respect to the land use. The land use designation in <br />the Comprehensive Plan is Industrial however there are notes on the plan that <br />the property still remains subject to the Northwest Parkway IGA. The property <br />has a rural zoning designation in the IGA. <br /> <br />MOTION: Mayor Sisk moved to continue Ordinance No. 1456, Series 2004, to <br />the February 7,2006 City Council meeting. Council member Clabots seconded <br />the motion. All in favor. <br />
