Louisville City Council Meeting <br />February 20, 2001 <br />Page 6 <br /> <br />Wood stated that the Planning Commission held a public hearing with notice on February <br />13, 2001. There was numerous presentations made by the public. After deliberation, the <br />Planning Commission approved Resolution No. 7, Series 2001 and recommended SF-LD <br />zoning. The Planning Commission recognized and respected the consensus achieved <br />through the neighborhood meeting process, but did not support the incorporation of any <br />specific provision into the annexation agreement. Instead, they felt that the design <br />specific issues should be reserved for the PUD/subdivision review process. The Planning <br />Commission approved the resolution by a vote of 4-1. <br /> <br />APPROVAL OF HSCHER ANNEXATION AGREEMENT <br /> <br />Planning Director Paul Wood reviewed the proposed Fischer Annexation Agreement for <br />Council consideration. He stated that the agreement does not represent what the <br />applicant supports, however it is what Staff supports. Wood noted that the original draft <br />of the annexation agreement provided that the applicant could incorporate all special <br />provisions. <br /> <br />Wood reported that Council directed public notices be published setting out dates for two <br />neighborhood meetings. Staff facilitated two meetings on December 13, 2000 and <br />January 18, 2001. The neighborhood and applicant were encouraged to develop <br />alternatives and reach some basic points of consensus with respect to density, access, and <br />open space. The applicant developed a series of conceptual site plans and input from the <br />December meeting resulted in the site plan being revised. Wood reported that during the <br />January 18, 2001 meeting, the applicant summarized a list that represented the issues of <br />consensus based on the two neighborhood meetings. The applicant is requesting the <br />following 11 provisions in the annexation agreement. <br /> <br />2. <br />3. <br />4. <br /> <br />o <br /> <br /> o <br /> <br />7. <br />8. <br />9. <br /> 10. <br /> <br />11. <br /> <br />Density: Eight single family lots plus the Fischer homestead. <br />Lot Size: Eight lots averaging 18,500 square feet plus the homestead. <br />Zoning Classification: Single Family Low Density (SF-LD). <br />Access off West Walnut Lane: One public cul-de-sac extension from West <br />Walnut Street to service five lots. <br />Access off West Spruce Lane: One private drive serving three lots plus the <br />Fischer residence. <br />North Property Buffer: Minimum 20-foot wide open space buffer. <br />Open Space Distribution: Majority of open space located on west side of property. <br />Open Space linkage: Provide link from West Walnut west to the open space. <br />Maximum Lot Coverage: 20% maximum lot coverage. <br />Maximum Building Size: Building square footage determined as a percent of lot <br />area for allowable area and massing balance. First Floor = 20% maximum of lot <br />area, Second foot - 12% maximum of lot area. <br />Building Height: 31' feet tall maximum height with minimum 6/12 roof pitches. <br /> <br />6 <br /> <br /> <br />
