To establish legal authority to carry out all inspection, surveillance <br /> and monitoring procedures necessary to ensure compliance with <br /> this chapter; <br /> 4. To promote public awareness of the hazards involved in the <br /> improper discharge of trash, yard waste, lawn chemicals, pet <br /> waste, wastewater, grease, oil, petroleum products, cleaning <br /> products, paint products, hazardous waste, sediment and other <br /> pollutants into the storm drainage system; <br /> 5. To reduce pollutants in stormwater discharges from construction <br /> activity by guiding, regulating, and controlling the design, <br /> construction, use, and maintenance of any development or other <br /> activity that disturbs or breaks the topsoil or results in the <br /> movement of earth on land; and <br /> 6. To require permanent stormwater runoff controls to be constructed <br /> as part of development to prevent the deterioration of water <br /> quality. <br /> Section 2. Section 13.36.020 of the Louisville Municipal Code is hereby <br /> amended to read as follows (words added are underlined; words deleted are strieken <br /> through): <br /> Sec. 13.36.020. Definitions. <br /> Words and phrases not otherwise defined herein shall have the meanings <br /> set forth in section 13.32.020 of this code. For the purposes of this chapter, the <br /> following words and phrases shall have the meaning set forth in this section: <br /> Best Management Practices (BMPs) means schedules of activities, <br /> prohibitions of practices, general good housekeeping practices, pollution <br /> prevention and educational practices, maintenance procedures, and other <br /> management practices to prevent or reduce minimize the discharge of pollutants <br /> directly or indirectly to stormwater, receiving waters, or stormwater conveyance <br /> systems. BMPs also include treatment practices, operating procedures, and <br /> practices to control site runoff, spillage or leaks, sludge or water disposal, or <br /> drainage from raw materials storage. <br /> Non-structural BMPs (source controls) are practices that prevent pollution by <br /> reducing potential pollutants at their source before they come into contact with <br /> stormwater. <br /> Structural (treatment controls) include, but are not limited to, detention and <br /> retention ponds, infiltration basins, engineered sedimentation and pollutant <br /> removal facilities that are designed to remove pollutants already present in <br /> Ordinance No. 1623,Series 2012 <br /> Page 2 of 17 <br />
