Best management practices can either be temporary, such as silt fence <br /> used during construction activity, or permanent, such as detention facilities. <br /> Clean Water Act (CWA) means the Federal Water Pollution Control Act, <br /> as amended 33 U.S.C. 1251 et. seq. <br /> Colorado Discharge Permit System (CDPS) means Colorado's version of <br /> the federal National Pollutant Discharge Elimination System (NPDES) as part of <br /> the Water Quality Control Division under the Colorado Department of Public <br /> Health and Environment (CDPHE). CDPHE is authorized to administer the <br /> NPDES program in Colorado and issue discharge permits. <br /> Construction Activity means the moving, alteration, and building and or <br /> placement of structures, permanent or temporary on property and all preparation <br /> therefore which physically alter the property. Such activities include but are not <br /> limited to clearing and grubbing, grading, excavating, and demolition. <br /> Director means the Public Works Director of the City of Louisville or his <br /> designated agent. <br /> Disturbed area means that area of the land's surface disturbed by any <br /> work or activity upon the property by means including but not limited to grading; <br /> excavating; stockpiling soil, fill, or other materials; clearing; vegetation removal; <br /> removal or deposit of any rock, soil, or other materials; or other activities which <br /> expose soil. Disturbed area does not include the tillage of land that is zoned for <br /> agricultural use. <br /> Facility means any building including, but not limited to a private home, <br /> structure, installation, process, or activity from which there is or may be a <br /> discharge of a pollutant. <br /> Final drainage plan means a document which describes the Best <br /> Management Practices and activities to be implemented by a person to, provide <br /> for drainage infrastructure that will account for the implementation of long-term <br /> development goals while minimizing inconvenience and reducing flood damage <br /> and potential loss of life. <br /> Hazardous Materials means any material, including any substance, waste, <br /> or combination thereof, which because of its quantity, concentration, or physical, <br /> chemical, or infectious characteristics may cause, or significantly contribute to, a <br /> substantial present or potential hazard to human health, safety, property, or the <br /> environment when improperly treated, stored, transported, disposed of, or <br /> otherwise managed. <br /> Ordinance No. 1623.
