4. Wastes, sediment and residue pollutants resulting from <br /> construction activities including but not limited to, painting, <br /> paving, concrete placement, saw cutting, material storage and <br /> earthwork; <br /> 5. Landscaping materials, sediment, lawn clippings, leaves, branches <br /> or other landscaping and yard debris; <br /> 6. Wastes and residues that result from mobile cleaning operations; <br /> 7. Discharges from toilets; sinks; industrial processes; industrial <br /> HVAC systems; fabric cleaning; equipment cleaning; commercial <br /> vehicle cleaning; substances added to the storm drain to control <br /> root growth and noxious or offensive matter of any kind; and <br /> 8. Any other material that is considered harmful to humans, animals, <br /> or aquatic life and its habitat. <br /> B. Exemptions. The following discharges, when properly managed, <br /> are exempt from the discharge prohibitions established by this chapter: <br /> 1. Water line flushing or other potable water sources, landscape <br /> irrigation or lawn watering, irrigation return flows, diverted stream <br /> flows, rising ground water, uncontaminated ground water <br /> infiltration to storm drains (as defined by 40 CFR 35.2005.20), <br /> springs, individual residential car washing, uncontaminated <br /> pumped ground water, roof drains, foundation or footing drains, <br /> crawl space pumps, air conditioning condensatioh. or car washing <br /> nonprofit fund raising, natural riparian habitat or wet-land flows, <br /> exceed water quality standards and swimming pools (if <br /> dechlorinated, less than O.O5ppm chlorine). <br /> 2. Discharges approved by the director as being necessary to protect <br /> public h lth and safety from emergency firefighting activities and <br /> water incidental to street sweeping (including associated sidewalks <br /> and medians) and that is not associated with construction activities. <br /> 3.
