Louisville City Council Meeting
March 6, 2001
Page 17

Keany asked Public Works Director Phare if a new access point would be created if this
application is approved, and the existing access closed. Phare stated that was his
understanding of the proposal.

Keany stated that the access to the Old Louisville Inn and the Arapahoe Building will be
lost because of this building's approval. He stressed that there is a risk for truck traffic
and tenants in those buildings. He stated that there will be no parking for delivery trucks
and the curb cut proposed would cut off access through the alley.

Olson stated that there would not be a closure of the current access and that a new access
will be made for his building. Phare stated the exiting drive cut is on railroad frontage
and neither the City nor the applicant has jurisdiction to close the alley.

MOTION: Brown moved that Council approve Resolution No. 17 Series 2001,
seconded by Howard. Roll call vote was taken. The motion passed by a vote of 4-0.
Keany abstained.

RESOLUTION NO. 18, SERIES 2001 - A SPECIAL REVIEW USE, SPRING
CREEK MUSIC, $01 MAIN STREET, STA~ MERCANTILE BUILDING

Davidson called for Staff presentation.

Planning Director Paul Wood reviewed that the applicant Jay Stem, represented by Erik
Hartronft, Hartronft Fauri Architects, is proposing to operate a music studio at 801 Main
Street. The proposed studio is to be located in a tenant finish area at the northeast corner
of the basement level. The location was chosen, as it is directly below the main floor
restrooms, so there is no occupied office space above the proposed music studio.

Wood noted that the 801 Main Street building received final PUD approval in 1997. The
building has a total square footage of 16,605 SF. Uses approved for the building are retail
and office with both retail and office permitted on the basement, first and second levels.
If authorized, the studio would occupy a 645 square foot tenant space located on the
basement level.

Wood stated that the proposed Spring Creek Music is a set of five music studios staffed
by six teachers providing instruction on guitar music education. Lessons will be one-on-
one instruction offered between the hours of 3 PM and 9 PM on Mondays, 3 PM to 7 PM
to 7 PM Tuesdays through Fridays and 9:30 AM to 1:00 PM on Saturdays. Wood noted
that the proposed facility would relocate the teaching studios out of Wildwood Music
directly across street. The facility would continue to offer the convenience to students of
Louisville Elementary and Louisville Middle School whereby students would be able to
walk or bike to their lessons after school.

17
