City Council <br /> Meeting Minutes <br /> September 4, 2012 <br /> Page 10 of 17 <br /> Alan Sobel, 1408 Kennedy, Louisville, CO suggested the Council further discuss this at <br /> a study session. He addressed the Internet and noted the GMTC is not a law firm and <br /> could not write legislation, however an advocacy board can lobby for new laws. He <br /> addressed the Internet and stated the public should not have to bundle. He stated <br /> everything the GMTC does is attorney/client work documents and therefore cannot be <br /> released to the public. He stated the issue is not forming a non-profit organization; the <br /> issue is dissolving a state-wide agency. <br /> Michael Menaker, 1827 W. Choke Cherry Drive, Louisville, CO suggested the City wait <br /> to join this non-profit organization and noted the City could always join later. He <br /> inquired about the right-of -way access issues and asked if it included the use of the <br /> light poles. Public Relations Manager Muth stated that subject is currently being <br /> discussed by the GMTC and CML. GMTC President Barnes stated the reason they <br /> want to expand their scope to include right-of-ways and utility issues is to get the <br /> municipalities support to go to the PUC. <br /> Mayor Muckle asked if they could be an Internet advocacy group. GMTC President <br /> Barnes stated they can if they are asked by a member. He noted the GMTC attorney, <br /> Ken Feldman, provides updates on all cable legislation on the state and federal level. <br /> Public Relations Manager Muth explained the issues of regulating the Internet lies at the <br /> federal level. <br /> City Manager Fleming addressed the fundamental value of the GMTC is in strength and <br /> numbers. He noted the City has benefited from the GMTC advice. They were <br /> instrumental in getting Comcast to change their approach to notification of changes in <br /> channel lineups and rates. He suggested continuing this discussion to another meeting <br /> to allow more public input and Council discussion. <br /> Council member Loo favored going with the consent agreement form, which will allow <br /> the GMTC to go forward to formulate their bylaws. Council can decide at a later time <br /> whether they wish to be a member. <br /> Council member Keany asked if the GMTC and subcommittees minutes and agendas <br /> are posted on their website. GMTC President Barnes explained minutes and agendas <br /> are posted on the web site. The minutes are completed by a board member. <br /> Council member Keany asked if the GMTC meetings are recorded. GMTC President <br /> Barnes confirmed their meetings are recorded and available for public review. <br /> Council member Keany voiced his belief that premium channels such as HBO and cable <br /> television companies decide on how they want to market their businesses. <br /> PUBLIC COMMENT <br />
