City Council <br /> Meeting Minutes <br /> September 4, 2012 <br /> Page 11 of 17 <br /> Alan Sobel, 1408 Kennedy, Louisville, CO stated the 4,000 subscribers will need to be <br /> notified by the City of a meeting regarding changes to their services. Council member <br /> Keany explained the Franchise Agreement is between the City and Comcast and the <br /> GMTC is not involved. <br /> Mr. Sobel stated the GMTC was formed to address problems with cable television <br /> providers. Their role was to monitor and enforce. Council member Keany stated the <br /> GMTC was formed when there were other federal regulations in place. The strength of <br /> the GMTC is the number of municipalities who are members. He asked Mr. Sobel if the <br /> City should walk away from the GMTC. Mr. Sobel felt walking away from the GMTC <br /> would be wrong. He stated a resident of the City should be appointed to the GMTC <br /> board. <br /> MOITION: Mayor Pro Tem Dalton moved to approve the GMTC non-profit organization, <br /> seconded Council member Sackett. <br /> City Attorney Light requested clarification on the motion. No action was taken on the <br /> motion. <br /> Council member Loo stated the GMTC is trying to get enough support to convert to a <br /> non-profit organization. She felt this is a cooperative effort. <br /> MOTION: Council member Loo moved the staff be directed to sign the consent form <br /> approving the conversion of the GMTC, without review of the bylaws, and if Council <br /> decides to discontinue its membership in the CCUA, the City opt out, seconded by <br /> Council member Sackett. The motion carried by a vote of 4-2. Mayor Muckle and <br /> Council member Keany voted no. Absent: Council member Yarnell. <br /> RESOLUTION No. 60, SERIES 2012— A RESOLUTION DESIGNATING THE <br /> THOMAS-DECKER HOUSE LOCATED AT 733 PINE STREET AN HISTORIC <br /> LANDMARK— PUBLIC HEARING —(Advertised Daily Camera 8/19/12) <br /> Mayor Muckle opened the public hearing and requested a staff presentation. <br /> Planner I Robinson explained this is a landmark request for 733 Pine Street, to be <br /> known as the Thomas-Decker House. The applicant and owner is Steve Poppitz. <br /> The house was built around 1890 by Owen Smith. Smith was a prominent local <br /> architect and builder at the time, who also built the Louisville Arts Building. The <br /> property was owned by the Thomas/Decker family for 120 years (between 1885 and <br /> 2005). Nicholas and Mary Thomas were the first owners. Nicholas Thomas Jr. <br /> inherited the house and lived there with his son John Thomas. Nicholas Jr. was a <br /> prominent miner and mine owner in Louisville and founded the Big Six Coal Company <br /> and the Ko-Z Coal Company. John and Dorothy Thomas lived in the home until 1946. <br />
