City Council <br />Study Session Summary <br />August 28, 2012 <br />Page 2 of 5 <br />approved by Council. The BOA uses a six criteria evaluation system. It's difficult <br />to pass all six of the criteria. The BOA reviews all requests against these six <br />criteria, and all cases heard in 2011 were approved based on compliance with <br />the criteria. <br />An issue was brought up by Councilmember Jasiak that 2012 may prove to be a <br />busier year for the BOA due to RE (Residential Estate) zone district requirements <br />which limit the maximum lot coverage to 20% when most of the homes in this <br />zone district already exceed this maximum amount. Staff acknowledged that this <br />is an issue with the municipal code that will be addressed in the coming year. <br />City Manager's Report <br />• City Manager Fleming reported that the 2013 recommended budget is <br />scheduled for the October 2nd City Council Meeting. Council agreed to the <br />October 2nd schedule for the presentation. Kevin Watson, Finance <br />Director, and Heather Balser, Deputy City Manager, will be presenting the <br />recommended budget as City Manager Fleming will not be available. <br />• The second reading and public hearing for Ordinance 1622 for the Grain <br />Elevator is scheduled for the September 4th City Council Meeting. There <br />has been some interest from a local developer, Scott Brown, who has met <br />with City staff and the Mayor, and will be meeting with City Manager <br />Fleming this week. <br />• Councilmember Dalton requested a grain elevator status report on a <br />weekly basis. <br />Update /Discussion — Building Code Board of Appeals (BCBOA) <br />Troy Russ, Director of Planning and Building Safety, along with members of the <br />BCBOA presented to Council. The BCBOA is a quasi-judicial board that hears <br />and decides requests for variances from the City's building codes. There were <br />no appeals filed in 2011. <br />Tonight's discussion focused on whether to adopt the 2012 International Building <br />Code (IBC). Currently, the BCBOA is reviewing the changes between the 2009 <br />IBC and the 2012 IBC. Most of the changes do not present significant changes <br />to construction, or enforcement procedures, but there are a few significant issues <br />within the 2012 IBC of which the City will need consider. These include: <br />• Residential Fire Sprinklers; <br />• Above code energy mandates, and, <br />• The new 2012 International Green Construction Code <br />At this time, the Board is leaning towards not adopting the 2012 IBC now, but <br />taking time to evaluate and to allow some time to pass for all the kinks to be <br />worked out. There have already been changes made to the 2012 IBC in the first <br />
