CulleyrY <br />April 30, 2012 <br />Manufacturer's, Brew Pub, and Club Licenses <br />This memorandum is to provide you an overview of the rights and restrictions associated with <br />manufacturer's, brew pub, and club licenses. It also provides a short explanation of alternating <br />proprietor licensed premises.' <br />> Manufacturer's Licenses <br />o Manufacturer's licenses are issued by the State Licensing Authority. The Local <br />Licensing Authority does not play a role in approving or denying these licenses. See <br />C.R.S. § 12- 47- 402(1). <br />o Brewers and wineries with manufacturers' licenses are authorized to solicit business <br />directly from licensed retail persons or consumers by procuring a wholesaler's <br />license. C.R.S. § 12- 47- 402(1)(b). See also Liquor Regulation 47 -400 (providing <br />that a brewer with a manufacturer's license who sells its manufactured product <br />directly to consumers for consumption away from the licensed premises must obtain <br />a wholesale license in accordance with C.R.S. § 12 -47 -406). <br />o Wineries and spirituous liquors manufacturers are authorized to: (1) conduct tastings <br />and sell to customers liquors of their own manufacture2 on their licensed premises <br />1 This memorandum does not include an exhaustive discussion of all of the statutory and regulatory requirements <br />applicable to manufacturers, brew pubs, clubs, and alternating proprietor licensed premises.
