City Council <br />Study Session Summary <br />September 11, 2012 <br />Page 4of 6 <br />Mayor Muckle asked if the Planning Commission weighs-in on HPC issues? <br />Director Russ clarified the Planning Commission’s interaction with the HPC is <br />related to Chapters 16 and 17 in the Louisville Municipal Code (LMC).Jeff <br />Lipton saidthe Planning Commission has good collaboration with the Historic <br />Preservation Commission, and the last twoyears have been better than it’s ever <br />been working with them. <br />Council member Jasiak, on Residential Estate Zone District –asked for priority to <br />be given to adjust the zoning rather than individual homeowners having to come <br />forward and incur the costs of a variance request. <br />Mayor Pro Tem Dalton asked what lessons have been learned from the first <br />submittal of the Safeway property redevelopment? Commission members <br />commented: <br />Difficult to approve without area vision <br />o <br />Haven’t done enough planning for the area <br />o <br />SRU basis was difficult, better if PUD <br />o <br />Outcry from neighbors <br />o <br />Dalton commented that now there is another application coming forward again <br />and still noarea vision. <br />Planning Commission member, Jeff Moline, said that people in the <br />o <br />neighborhood wanted retail and he believesthat people are warming-up to <br />some residential on the site. <br />Mayor Muckle thinks small area plans will help in the future. <br />Planning Commission member, Ann O’Connell, said that hopefully people <br />o <br />are now educated on redevelopment. <br />Council member Keany brought up some issues concerning the residents living <br />in Ward I having to addressthe Municipal Codein determining where the <br />frontage of a property is located, and theneed to define for neighborhoods a <br />solar foot print, urban agriculture and chickens. Mayor Muckle encouraged the <br />Louisville Sustainability Advisory Board to come forward on these issues. <br />Planning Commission Chair Lipton asked for Councilto have the discussion first <br />about chickens before it comes to the Planning Commission. Mayor Pro Tem <br />Dalton encouraged community education and outreach on the subject of <br />chickens. Mayor agreed that it’s not the Planning Commission’s responsibility to <br />get the ball rolling. <br />Mayor Muckle wants the City to focus on supporting a bike-friendly community. <br />Sean McCartney, Principal Planner, gave an update onwork that is underway. <br />Currently, there are 56 spaces available in downtown for bikes with <br />approximately 84 spaces that could be added. Staff has evaluated some of the <br />areas where additional bike racks could be added, such as the John Breaux <br />Plaza and Lucky Pie. Councilmember Jasiak asked for more stroller parking, <br /> <br />
