City Council <br />Study Session Summary <br />September 11, 2012 <br />Page 5of 6 <br />and Sean suggested that a mid-block plaza next to the Rex would be suitable, <br />but talks would have to take place with Chase Bank. In this location,both bike <br />and stroller parking could be added. <br />Jeff Lipton suggested that Special Event organizersencourage attendees to bike <br />to the event. Director Russ indicated that 36 Commuting Solutions is planning to <br />locate a bike barn at the Street Faire, and went on to say that staff should <br />consider roads that are slated for total redos, to possibly narrow the roadway in <br />order to widen the sidewalks and add more sidewalk space. This would allow for <br />slower traffic to share the road with cyclists. Mayor Muckle supported this idea. <br />Mayor Pro Tem Dalton suggested that the cycle for updating the Comprehensive <br />Plan be extended to possibly every 5 years. This would give stafftime to <br />implement and see what works. Director Russ agreed,as did Council Member <br />Jasiak and Planning Commission Chair, Jeff Lipton. <br />Summarizing the discussion, Jeff Lipton extended his appreciation to City <br />Counciland summarized that Planning Commission does a good job reflecting <br />Council’s policy and sees this as working cooperatively. Mayor Muckle and <br />Mayor Pro Tem Dalton agreed. <br />City Manager’s Report <br />th <br />City Manager Fleming announced that the September 18City Council Meeting <br />will take place at Monarch High School Library and will begin at 2:00 p.m. <br />th <br />There is a Special Meeting onOctober 9to review the recommended 2013 <br />budget, and also City Manager Fleming indicated that staff could add the draft <br />grain elevator RFP discussion to that same evening. However, after much <br />discussion it was decided to push out the schedule for the grain elevator RFP for <br />th <br />Council to review the draft at the October 16Council Meeting and approve the <br />th <br />final version at the November 5City Council Meeting. <br />Comments: <br />Mayor Pro Tem Dalton suggested that unless a “person of vision” comes <br />forward with an idea to redevelop the grain elevator, the City has time <br />since the closing on the property isn’t until the end of November. Staff <br />should use this time to solicit ideas for the grain elevator and then <br />incorporate that into the final RFP. <br />Council member Jasiak wants to solicit national interest in the grain <br />elevator and requested a meeting with City Manager Fleming, Aaron <br />DeJong and Meredyth Muth. <br />Mayor Muckle requested a Discussion/Direction/Action -DDI Design item <br />th <br />beadded to the September 18City Council agenda. <br />Mayor Pro Tem Dalton would like to see a walk through on the DDI. <br /> <br />
