Louisville City Council Meeting
March 20, 2001
Page 20

None.

CITY ATTORNEY'S REPORT

CITY ADMINISTRATOR'S REPORT

City Administrator Bill Simmons reported on the City sponsored Home Rule public
forum held on March 15, 2001. He stated that approximately 40 people attended and
CML Director Ken Bueche was the guest speaker. Simmons stated that there was a
question as to whether there would be another public forum held before the May 1, 2001
election. Simmons stated that the League of Women's Voters will be sponsoring a forum
sometime during the middle of April.

Simmons reported that the Open Space Advisory Board wishes to resubmit a letter to the
Division of Fish and Wildlife requesting that alignment of the path in the Fishing is Fun
Project in Louisville be reconsidered. Simmons noted that the Division of Fish and
Wildlife have rejected that as an amendment to the Fishing is Fun Grant. He stated that
the response received from the Division of Wildlife was that they would not consider the
realignment of the trail between Heritage Park and the Daughenbaugh Open Space in the
construction of a bridge over Coal Creek. He noted that the cost of the bridge is about
$15,000. Simmons stated that he would welcome Council comments with respect to the
issue.

Simmons reported that notices have been sent to neighborhoods in the Ponderosa
Subdivision with respect to completing public improvements. The public improvements
include the detention ponds on the east side of Eisenhower and South Boulder Road.
Simmons explained that the area is designated as open space on the open space map
attached as an exhibit to the ordinance, which created the Open Space Advisory Board.
The Open Space Advisory Board has recommended that work not be done until the
inventory is completed. The inventory is scheduled for completion later this year. The
Open Space Advisory Board recommends that the City notify the homeowners that the
work will not be completed in this calendar year. Simmons asked for Council comments
on whether the Open Space Advisory Board's recommendation should be considered as a
future agenda item.

Brown stated that he was not familiar with the Ponderosa Subdivision issue and asked
City Administrator Simmons for background information.

Simmons stated that the Ponderosa Subdivision was initiated in the 1980's. He stated
that there are a number of public improvements that need to be completed, the water,
sewer, streets, and detention ponds. He noted that at some point in time the public
improvements process broke down and the City initiated a court action against the

20
