Louisville City Council Meeting
March 20, 2001
Page 3

Sisk stated that he attended a Senior Citizen Board meeting and noted that an issue of
concern for the seniors is transportation. He stated that Special Transit met with the
Senior Board and indicated that they are open to suggestions from citizens as to
altemative transportation ideas that might be implemented. He noted that Community
Hospital recently opened a medical facility in Lafayette and would require transportation
for senior citizens. The Special Transit has stated that they will look into accommodating
the transportation needs. Sisk stated the other service is Call-N-Ride, and he requested
that the City's Web site advertise the service.

Brown updated Council on the East County Arts Alive Board. He stated that they have
made substantial progress and initiated a draft to define the feasibility study. They began
the initial feasibility study of existing facility arts centers as directed. They have
requested that a member of Council be appointed as liaison to the board.

Sisk suggested that a member of the Arts & Humanities Authority be a representative to
the East County Arts Alive Board. Brown agreed with the suggestion.

REGULAR BUSINESS

APPROVAL OF FISCHER ANNEXATION AGREEMENT

Sisk recused himself from the proceedings and requested that Councilman Howard
conduct the public heating on Agenda Items 7A and 7B, involving the Fischer
Annexation Agreement and the Fischer zoning.

Councilman Howard called for Staff presentation.

Planning Director Paul Wood reviewed the Fischer Annexation Agreement and
Ordinance No. 1345, Series 2000, zoning the Fischer Property. He noted that as a
condition of approving the Fischer Annexation Ordinance - Ordinance No. 1344, Series
2000 on February 20, 2001, the applicant was required to submit an annexation
agreement prior to March 21, 2001.

Wood stated that the annexation agreement reflects revisions and is signed by the
applicant, JoBelle Fischer. He noted that Exhibit "A" is the legal description of the
property, Exhibit "B" is the shares of Water Rights, and Exhibit "C" is Concept Plan 14,
the most recently revised concept plan. He noted that the annexation agreement does not
represent a final PUD. The revised concept plan represents the majority of the
