Wood reviewed the seven special <br />provisions provided in Section 16 of the current Fischer Annexation Agreement: <br /> <br />o <br /> <br />Density: Eight- (8) single-family lots, plus the Fischer homestead. <br />Lot Size: Minimum required lot size is 18,000 square feet. The proposed lot <br />size for the existing homestead is approximately 20,000 SF. <br />Zoning Classification: Single Family Estate (SF-E). <br />Access off West Walnut Lane: There shall be no more than two points of <br />access. One (1) public cul-de-sac extension from West Walnut Street serving <br />five (5) lots, and one private drive off West Spruce Lane serving three (3) lots <br />plus the Fischer residence. <br />Open Space Distribution: There shall be a public open space dedication of <br />39% at no cost to the City. The dedication to the City shall consist of an open <br />space area and a landscape island. The majority of open space shall be <br />located on the west side of the property. <br />Maximum Lot Coverage: Maximum lot coverage shall not exceed 20% for all <br />lots. The existing dwelling unit on the Fischer homestead parcel shall be <br />exempt from the 20% maximum lot coverage requirements, but any new <br />dwelling on the parcel shall comply with the 20% requirements. <br />PUD Site Plan: The owner shall be required to obtain PUD approval through <br />the PUD public hearing process. <br /> <br />Planning Director Paul Wood reviewed that Ordinance No. 1345, Series 2000, if <br />authorized, will zone the 7.6 acre parcel annexed under the Fischer Annexation to the <br />City of Louisville Single Family Estate (SF-E). Wood noted that the second reading <br />amendments are noted in the ordinance. <br /> <br />Howard called for Applicant presentation. <br /> <br />Stephen Sparn, Stephen Spare & Associates PC, 1731 15th Street, Suite 350, Boulder, <br />CO, representing the applicant, JoBelle Fischer addressed the Annexation Agreement. <br />He stated that they have worked with the City Staff, the City Attorney, and the <br />neighborhood. He stated that the Annexation Agreement represents a year and a half of <br />work, which includes nine public hearings, four neighborhood meetings, two open space <br />association sessions, meetings with individual neighbors, and 14 different concept plans. <br /> <br />Sparn reviewed the key elements of the Annexation Agreement and Concept Plan 14. He <br />stated that, although they believed the zoning should be SF-LD, JoBelle Fischer has <br />agreed to of SF-E zoning if the Annexation Agreement is approved. He reviewed the <br />proposed density is eight single-family homes plus the homestead. The minimum lot size <br />would 18,000 SF and the maximum coverage would be 20% as per the Louisville <br />Municipal Code. Spam reviewed the two access points, one public access is off West <br />Walnut servicing five homes, and the second is a private drive off West Spruce Lane on <br /> <br /> <br />
