Approval of July Meeting Minutes: <br />The minutes from the July18thmeeting wereapproved <br />with the correction of the date in the page header on page 2.Similarly, the minutes from the August <br />15 meeting were also approved with correction to the date in the page header. <br />V. Public CommentsonItems Not on the Agenda: <br />Emily Jasiak mentioned that the City Council would like the LSAB to advise the council regarding the <br />issue of chickens on residential properties. <br />The issue of train noise and quiet zones was raised and Emily noted that the City Council had <br />deferred discussion on the topic due to it being tied to the FasTracks/RTD project, but since that <br />project has been delayed it may be worth raising the topic for discussion again. Emily stated that the <br />Cities of Longmont and Fort Collins had produced white papers on the issue of train noise, and she <br />would try to locate those papers. She also stated that there were possible noise-abatement options <br />such as whistles located at the intersections instead of on the trains. <br />VI. Comp-Plan Review with Planning Staff: <br />Gavin McMillan provided an update on the Comp Plan and the output of the charettes held the last <br />week of August. The presentation described three patterns of development (urban, suburban, rural) <br />and illustrated those areas on a mapof Louisville. It also articulated the concept of “Area Types” that <br />includes ‘centers,’ neighborhoods,’ ‘corridors,’ ‘special districts,’ and ‘parks/open space’and <br />illustrated these on the map. The juxtaposition of these Area Types with the DevelopmentPatterns <br />creates 15 combinations that can be used to help understand the character of different areas of the <br />city, and the characteristics of those areas with respect to economics, traffic, pedestrian use, and <br />other factors that provide important understanding for comp plan decisions. <br />Gavin also presented several possible development alternatives for the city, stemming from the <br />August charettes. These options include: <br />-Alignment of Main St with Centennial in order to create a safer and more logical <br />intersection for vehicles, bikes and pedestrians at South Boulder Road (distance from the <br />railroad tracks is a key component of creating a safer and more logical intersection) and <br />further development of an Urban Neighborhood along South Boulder Road from the <br />th <br />St. <br />Centennial Shopping area (i.e. the old Safeway area) to Hwy 42/95 <br />-Creating an Urban Center at McCaslin & Dillon through reconfiguration of the existing <br />properties around the movie theater areaand Sam’s club. <br />City of Louisville <br />Public Works Department 749 Main Street <br /> Louisville CO 80027 <br />303.335.4608(phone) 303.335.4550(fax) www.louisvilleco.gov <br /> <br />
