O <br />Open Space Advisory Board <br />Minutes <br />DATE <br />Page 3 of 4 <br />See previous bullet re: David Waldman's question about trail placement. <br />o Dogs on Open Space: The Board discussed the need to hear citizen <br />concerns and requests regarding Open Space Rules and Regs and the <br />Master Plan. OSAB should be a sounding board for any and all issues of <br />concern to the public. There was a brief discussion about the need to <br />support this public input while also standing behind the Master Plan and <br />Rules and Regs which have been developed through a comprehensive <br />public involvement process as well. <br />North End Project <br />Jeff gave a brief update on the North End Project status, including Lafayette's <br />interest in preserving additional acreage for Open Space. The Board asked Jeff <br />to investigate this possibility in more detail and gauge the level of commitment on <br />Lafayette's part. The Board proposed and passed a motion regarding its position <br />with respect to Open space lands associated with the project, as noted <br />previously. <br />Open Space Zoning <br />Jeff provided the board with a memo outlining the requirements and guidelines <br />for creation of an Open Space Zoning District. The Board discussed the potential <br />merit of having multiple Open Space zoning district types as a means of <br />distinguishing between lands of differing values (e.g., ecological vs. development <br />buffering), and the types of activities that should be allowed on those different <br />land types. Jeff expressed some concern about creating a zoning district that <br />would be overly restrictive for the Land Management Department and possibly <br />would shift some Open Space decision - making control to the Planning <br />Commission. It was suggested that the zoning district should be minimally <br />intrusive to the Land Management Staff, and that issues of Open Space <br />designations and management need to remain wholly within their control and not <br />be defined by the Zoning Title in the Municipal Code. Jeff will revise and <br />formalize the proposed zoning district definitions and present at the next meeting <br />for additional discussion. <br />Agenda Items for Next Meeting <br />1.
