0 <br />City of Louisville <br />Open Space Advisory Board <br />Meeting Minutes <br />February 22, 2006 <br />Louisville Library Conference Room <br />7:00 PM <br />Call to Order — Chairperson Michael Gheleta called the meeting to order at 7:00 <br />pm <br />Roll Call was taken and the following members were present: <br />Board Members Present: Ted Kowalski, Brett Harper, David Waldman, <br />Michael Gheleta, Tom Davinroy, and Kate Lemur <br />Board Members Absent: Cary Tengler, John Carron <br />Staff Members Present: Jeff Moline, Scott Robson <br />Approval of Agenda — The agenda was approved by all members. <br />Approval of Meeting Minutes — OSAB approved the January meeting minutes. <br />Public Comments — Alfie Pena appeared to speak about the items from the <br />public from the January meeting and he asked that the Board consider loosening <br />the leash laws. Michael Gheleta asked that we consider including this item at the <br />next OSAB meeting, so that others from the public may be aware that we are <br />discussing this item, and so that others may offer their comments. Tom Davinroy <br />suggested that Mr. Pena speak to Fl DO out of Boulder, and other residents <br />within Louisville so that we can have a more specific proposal to consider. Scott <br />Robson described the current and future plans for off -leash parks. Art Phelps <br />appeared to discuss the refinements of the trail from Hecla Trail to Hecla Lake. <br />He presented a petition with 90 signatories from the community of Balfour who <br />support a hard surface trail from Hecla Trail to Hecla Lake. Jeff Moline reported <br />that the developer has committed to building all of the trails, including trails on <br />currently -owned Louisville open space at Hecla Lake. Timing may be an issue, <br />but Staff continues to hold trails at Hecla Lake as a very high priority. Staff is <br />considering building a partial temporary trail and /or a partial permanent trail. <br />Staff may also ask for reimbursement. Mr. Phelps indicated that a trail along 42 <br />would be more useful than the currently proposed trail along the ditches, ending <br />up at State Highway 42. Doug Grineburg appeared and discussed the cleaning <br />by the ditch company that the City had to clean up after the fact. He suggested <br />that the ditch company should work with the City to do one cleaning.
