• <br />2. Vol. 1 - Draft Louisville Open Space Management Plan - After a brief re -cap of the <br />status of the planning effort on Louisville properties and the potential for opening the <br />northwest portion of the Davidson Mesa, Mr. Jones opened the floor for public comment. <br />Marty Dondelinger, Louisville resident — Mr. Dondelinger said he as walked the Mesa for <br />40 years and disagrees with the proposed closure of many of the social trails on the Mesa. <br />Dave Jansen, Louisville resident — Mr. Jansen said he felt he had been misquoted in the <br />Nov. 3, 2003 LOSCAB minutes. <br />Jean Morgan, Louisville resident — Ms. Morgan said she didn't like the idea of closing <br />the "near ridge" trail as it takes away the most scenic vistas and also removes the ability <br />to monitor trail use in the lower part of the northwest section. <br />Motions on Vol. 1 - Louisville Open Space Management Plan <br />1. Bob Muckle moved to adopt changes a -k (below) to the Louisville Open Space <br />Management Plan, Vol. 1. Cary Tengler seconded. Motion passed 6 -0. <br />2. Matt Jones moved that the language in Section 2 be replaced with the original <br />language from the Louisville City Charter. Pat Hornbostel seconded. Motion <br />passed 6 -0. <br />3. Matt Jones moved that in the general management goals section the following' <br />phrase be inserted, "In management discussions and decisions on jointly owned <br />properties, the City's position will be consistent with the properties land <br />classification." Cary Tengler seconded. Motion passed 5 -1. <br />4. Mat Jones moved that the second paragraph in sec. 5.2.9.5 be stricken and that the <br />following clause be added, "A trail connection between CTC and Coal Creek <br />Trail as part of the 96`" Street/Highway 42 Connector is the preferred alignment." <br />Bob Muckle seconded. Motion passed 5 -1 <br />5. Matt Jones moved that LOSCAB recommend a new trail realignment on the <br />Davidson Mesa as follows: "Build Option 1 trail and Option 2 trail connector <br />located above the hillside in the northwest corner of the property; include the <br />Ohmeda access road, the road to the southeast, and the northeast/southwest <br />connector trail central to the property according to the map. Require on -trail use <br />through an enforceable city rule. Restore the mesa to native grassland. Provide <br />education through staff and signs about the need to stay on trail to minimize <br />environmental impacts while enjoying the outdoors. Promote volunteer projects <br />to construct the trail and restore the area to native grassland. Pat Hornbostel <br />seconded. Motion passed 6 -0. <br />6. Pat Hornbostel moved that the following language be added to the Davidson Mesa, <br />management plan: "Trail education rules and restoration compliance. Completion <br />by city staff every three years. Bob Muckle seconded. Motion passed 6 -0. <br />7. Gary Mansdorfer moved that a 15' trail corridor be established with an <br />accompanying reclassification from Preserve (PS) to Protect (PT) to <br />
