Mayor Pro Tem Dalton stated <br /> he was rude to Mr. Gambon and publically apologized to him. <br /> PUBLIC COMMENT <br /> MOTION: Mayor Muckle moved to set a public hearing for the 2013 Budget and the <br /> 2013-2017 Capital Improvements Plan for October 16, 2012, seconded by Mayor Pro <br /> Tern Dalton. All were in favor. Absent: Council member Jasiak. <br /> HECLA LAKE PIPELINE <br /> INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF LOUISVILLE, <br /> COUNTY OF BOULDER, AND CITY OF LAFAYETTE CONCERNING THE DESIGN <br /> AND CONSTRUCTION OF A PIPELINE FROM HECLA LAKE TO <br /> HARNEY/LASTOKA OPEN SPACE <br /> Mayor Muckle requested a City Attorney introduction. <br />
