City Council <br /> Meeting Minutes <br /> October 2, 2012 <br /> Page 3 of 13 <br /> Mayor Muckle announced the public will have an opportunity to meet with the Mayor on <br /> Monday, October 8, 2012, 7:00 p.m., in the City Council Chambers. <br /> Council member Keany arrived at the meeting at 7:10 p.m. <br /> REGULAR BUSINESS <br /> DISCUSSION —2012 COMPREHENSIVE PLAN UPDATE <br /> Mayor Muckle requested a staff presentation. <br /> Planning Director Russ presented an overview of the Comprehensive Plan Update <br /> Charrette and outlined the next steps. Earlier in the year the Planning staff met with all <br /> the City's Boards and Commissions to outline a vision statement and core values. This <br /> statement was reviewed by the Planning Commission, who recommended Council <br /> endorsement of the vision statement and the core values. <br /> Since June the Planning Division has completed data analysis on transportation, land <br /> use and marketing perspectives. In August, a Design Workshop was conducted to <br /> outline a physical plan for the City. The charrette resulted in the creation of three land <br /> use framework options for the City. The following new language was added to the <br /> Comprehensive Plan; urban, suburban and rural. Old Town would be considered <br /> urban. The area around McCaslin Boulevard, CTC and South Boulder Road would be <br /> considered suburban. Open Space, the Tennis Center and the ConocoPhillips property <br /> would be considered rural. <br /> The types of developments are broken down into Centers, Neighborhoods, Corridors, <br /> Special Districts and Open Space. Centers are highly connected such as Downtown <br /> Louisville. Neighborhoods are predominately residential. Corridors are arterials driven <br /> by traffic such as Centennial Valley. Special Districts are single purpose land uses such <br /> as Research/Office Development. Parks and Open Space would be the Tennis Center <br /> and the Golf Course. He presented three options. <br /> • Option 1 — One Center— Louisville Downtown/Old Town. <br /> • Option 2 —Add a second Urban Center by realigning Main Street to Centennial <br /> Drive to create a South Boulder Road/Highway 42 Center. This would add <br /> connectivity to the Arnold Property, Christopher Village, Steel Ranch and the <br /> redevelopment of the Safeway property. <br /> • Option 3 —A third center option would be the McCaslin Entertainment Center. <br /> Such a retail/entertainment center would have RTD/US 36 transit opportunities. <br /> He presented a variant to the three center option to introduce an urban neighborhood <br /> just west of Via Appia and the McCaslin corridor. A trailhead and access off Davidson <br /> Mesa would connect to Century Drive. The land use could evolve into an urban plan. <br />
