Louisville City Council Meeting <br />April 3, 2001 <br />Page 12 <br /> <br />however, later decided on one single-family home. Mehaffy stated that the applicant <br />would like to abandon their historical access and obtain access to St. Andrews Lane. <br />He stated that the Lovrien's currently live in the Coal Creek Ranch subdivision and their <br />intent is to explore including this parcel in the Coal Creek Ranch Homeowners <br />Association. <br /> <br />Greg McMenamin, 808 Spyglass Circle, Louisville, CO stated that his property and the <br />property of his neighbor, Mr. Lutes is contiguous to the parcel in question. He stated that <br />he has lived in the area for eight years and that he and his neighbors have enjoyed the use <br />of the Maurer property. He stated that he would prefer that no development occur in the <br />area, however, he noted that the owners have the right to develop their property. He <br />expressed his desire for the development to be a part of the Coal Creek Ranch <br />Homeowners Association, and conform to the HOA, CCR and zoning. He commented <br />that the point of access is a major concern. He stated that the historical access on Dillon <br />Road is a concern due to the amount of traffic and limited visibility. He noted that there <br />is also concern over a residential drive intersecting with a open space path. <br /> <br />Richard Lutes, 806 Spyglass Circle, concurred with Mr. McMenamin's comments. He <br />voiced concern over the access road intersecting with a bicycle path and the actual <br />location of the home. <br /> <br />Todd Lovrien, 807 Spyglass Circle, Louisville, CO, stated that the reason for the proposal <br />is their desire for a larger home. He stated that he was available to address Council <br />questions. <br /> <br />Mayer stated that the HOA and CCR are private contractual agreements and that the City <br />does not have any basis for becoming involved in those issues. Mayer asked Planning <br />Director Wood if the proposed access would cross through the City open space and the <br />bike path. Wood confirmed that it would cross both. <br /> <br />Mayer suggested that if this is approved, Council may want to consider a conservation <br />easement to ensure the current zoning is the long term zoning and that a larger density is <br />not requested. <br /> <br />Tom Deany, 721 St. Andrews Lane, Louisville, CO, concurred that the parcel should be <br />made a part of the Coal Creek Ranch Homeowners Association. He noted that the access <br />across the open space and a bike path is problematic. He stated that if the alignment of <br />Dillon Road were moved farther to the south, it would eliminate most of the access <br />problems in crossing the open space and the bike path. He asked that Council consider <br />his suggestion. <br /> <br />12 <br /> <br /> <br />
