Louisville City Council Meeting <br />April 3, 2001 <br />Page 16 <br /> <br />CITY ADMINISTRATOR'S REPORT <br /> <br />City Administrator Simmons reported that the City Clerk has prepared a Public Records <br />Request Policy for Council review. He stated that in the last few months several public <br />records request were received that required a substantial amount of Staff time. He noted <br />that the City does not have a Public Records Request Policy in place. <br /> <br />City Clerk Varra commented that the recent requests covered years of history and <br />volumes of documents. She stated that the policies of four other municipalities were <br />reviewed and a City of Louisville policy written in an attempt to standardize the fees for <br />producing copies of public records. <br /> <br />City Administrator Simmons reviewed the Schedule of Fees for photo copies, maps and <br />miscellaneous fees. <br /> <br />Sisk asked Varra about her experience with people not paying for requested records. <br />Varra stated that has been a continuing problem. <br /> <br />Sisk asked how the policy will alter the problem. Varra stated that the research fee will <br />be required prior to release of any documents. <br /> <br />Sisk asked about requiring a deposit. Varra stated that requiring a deposit was a <br />consideration, but in review of other municipalities policies, no deposit was required. <br /> <br />City Attorney Light stated the documents can be reviewed, however the research time <br />will be calculated and paid prior to inspection of the documents. <br /> <br />Sisk stated he would like to see the enforcement issue addressed. <br /> <br />City Administrator Simmons reported on letters received from AT&T Broadband <br />regarding changes in the Cable TV. He stated that one letter is from a Senior Vice <br />President stating that what was a premium service, will now be a standard service for the <br />City of Louisville. The second letter is from the Franchise Compliant Coordinator which <br />stated that the rates will change on May 1st, 2001. <br /> <br />COUNCIL COMMENTS AND COMMITTEE REPORTS <br /> <br />Davidson appointed Sharon Davidson to fill the vacancy on the Louisville Housing <br />Authority. <br /> <br />16 <br /> <br /> <br />
