• <br />C. New Business <br />Skate Park Design, Parking lot and Bridge for Arboreturm — Keith Williams <br />Keith gave a summary of efforts to date. Since the original concept plan, the in -line rink <br />has been installed. Capital funding is paying for the police station. 8 -9 years ago, a <br />skateboard park discussion started. Design Concepts was hired to design a skateboard <br />park, a bridge and parking for the arboretum. Chuck is working with the design team to <br />have these three designed and constructed at the same time. The hope is to have this <br />implemented by next year. Bridge is currently priced at just under $30,000. It is hoped <br />that this plan will be brought forth for public review next week. <br />At this point, Rob Layton of Design Concepts took over presenting the current design. <br />The current plan has the drainage going through a pipe and SE into the detention pond <br />Constraints: <br />• Big slope off of Via Appia <br />• Existing big ditch (no $$ to replace it with a pipe) <br />The park would be built into the Via Appia hillside with a 9' drop from the road entry off <br />Via Appia to the in -line skate rink. Existing drainage will be re- graded. The bridge <br />shifted westerdly as a temporary measure. Ultimately, the planned location is more <br />easterly but now the area is too flat and really doesn't look like it's spanning anything. It <br />ultimately needs to be east as the formal gateway structures to the arboretum are more <br />eastern. The bridge is ordered. It may be possible to move the gateway stone structures <br />with a crane to the west to eliminate the need to move the bridge. Discussion ensued <br />about making the gateway into a formal viewing area for the wetland areas as discussions <br />have been held on creating a small lake in the shrub area along the drainage channel. <br />Also, the trail may be made in an undulating design to allow the bridge and gateway <br />structures to stay where originally constructed. In short, the current design is fluid and <br />capable of adapting to a variety of strategies. Only 18 parking places, including two <br />handicapped spots, are planned for the limited initial space between the in -line and <br />skateboard parks. <br />David questioned the need for a pipe at all. Rob and Keith responded that it would be <br />needed to have more parking spaces available, land is limited. However, no real <br />commitment has been made for the pipeline. Any changes to the drainage ditch would <br />involve government permits and engineering studies. <br />Keith and HFAB members voiced desire to curve the path from the bridge to the entry <br />gateway into the arboretum to produce a more coherent look initially AND it may <br />eliminate the need to move /re- build. Chris questioned the cost of adding the next 20 <br />parking spots between the skateboard park and the arboretum. Keith says the <br />recommendations are for 40 parking lot spots. Susan questioned whether the two <br />handicap spots is really sufficient for the arboretum. There is plenty of parking planned <br />for the future between the police department and the arboretum. A second path would be <br />generated into the arboretum from that parking lot. Lastly, a third entry would eventually <br />be created from the parking lot that would be built south of the police station where the <br />new tennis courts and basketball court would be constructed. <br />
