City Council <br /> Meeting Minutes <br /> October 9, 2012 <br /> Page 2 of 9 <br /> Deputy City Manager Balser and the City Directors responded to all of the Council <br /> comments and questions from the October 2nd meeting and incorporated those <br /> responses in the October 9, 2012 Special Meeting Communiqué. City Manager <br /> Fleming requested Council discussion on the 2013 Proposed Budget. <br /> Mayor Muckle requested Council discussion on the twenty-two items staff addressed in <br /> the Council Communiqué. <br /> 1) Discuss Main Street Patios, timing and design considerations. The Main Street <br /> Patio project is currently on schedule for a public meeting on October 24, 2012. <br /> At this meeting the intent is to present 3 options and their pros, cons and costs. <br /> The options include 1) a permanent patio installation from Spruce to Walnut, 2) a <br /> hybrid option of landscaped bump outs and a pedestrian crossing near <br /> Bittersweet, along with the installation of the modular temporary patios and 3) the <br /> modular temporary patio, a mock-up which will be installed on Main Street for all <br /> to see. The mock up of the temporary patio design will be available mid-October <br /> and placed on Main Street in front of City Hall for viewing. $200,000 is budgeted <br /> in 2013 for this project. <br /> The City Council was satisfied with staffs response. <br /> 2) Can we/should we consider utilizing the fireworks from the cancelled 4th of July <br /> celebration for a New Year's celebration? Beyond the fireworks, what staff <br /> resources, costs and logistics would need to be considered to hold such an <br /> event? Would need to add an additional $10,000 to the July 4 account to buy <br /> Fireworks for July 4, 2013 (assumed those from 2012 would be used in 2013). <br /> Would need approximately $4-5,000 to cover costs of New Year's event (port-o- <br /> lets and busses). Concerns with impacts to the Golf Course, should this be the <br /> desired location for the event. Other locations could be considered as well. <br /> Further discussion to occur at the October 9, 2012 special meeting. <br /> There was considerable Council discussion relative to having the fireworks at a different <br /> venue, such as Community Park, the Aquarius Trailhead, or the Sports Complex. <br /> Although there was some support, the Council determined it would not be advisable to <br /> use the 4th of July fireworks for a New Year's celebration. It was noted there are higher <br /> priority projects. There was support for re-evaluating all the City sponsored community <br /> events held throughout the year. <br /> 3) Discuss funding of South Street underpass — and how the TIF revenues fit into <br /> funding and/or payback. A cooperation agreement is being prepared by LRC <br /> and City staff which will be discussed at the 10/8/12 LRC meeting. Based on that <br /> discussion, recommendations on TIF contributions to the South Street <br /> Underpass can be presented at the 10/9/12 special meeting, with formal action <br /> on an agreement to occur at a later regular City Council meeting. <br />
