conditioning equipment will be designed, floodproofed or located so as to <br /> prevent water from entering or accumulating within the components during <br /> conditions of flooding. <br /> 4. Subdivision proposals. <br /> a. All subdivision proposals shall be consistent with the need to minimize <br /> flood damage. All proposals shall meet the floodplain development permit <br /> requirements of this title. <br /> b. All subdivision proposals shall have public utilities and facilities such as <br /> sewers, gas, electrical and water systems located and constructed to minimize <br /> flood damage. <br /> c. Base flood elevation data shall be provided by the applicant for subdivision <br /> proposals and other proposed development which contain at least 50 lots or five <br /> acres (whichever is less). <br /> d. All subdivision proposals shall have adequate drainage provided to reduce <br /> exposure to flood damage. <br /> F. Specific standards. <br /> 1. Residential construction: <br /> a. New construction and substantial improvement of any residential structure <br /> shall have the lowest floor, including basement, elevated at least one foot above <br /> the flood protection elevation. <br /> b. Within any AH or AO zone as designated on the FIRM, all new <br /> construction and substantial improvements of residential structures shall have the <br /> lowest floor, including basement, elevated above the highest adjacent grade at <br /> least two feet above the depth number specified in feet on the FIRM (at least <br /> three feet if no depth number is specified. Upon completion of the structure, the <br /> elevation of the lowest floor, including basement, shall be certified by a Colorado <br /> registered professional engineer, architect, or land surveyor. Such certification <br /> shall be submitted to the director. <br /> c. Within zones AH and AO as designated on the FIRM, adequate drainage <br /> paths around residential structures on slopes to guide floodwaters around and <br /> away from proposed structures shall be required. <br /> 2. Nonresidential construction: <br /> a. With the exception of critical facilities, outlined in section 17.56.168, new <br /> construction and substantial improvement of any commercial, industrial or other <br /> nonresidential structure shall either have the lowest floor (including basement) <br /> elevated at least one foot above the base flood elevation; or, together with <br /> Ordinance No.1625,Series 2012 <br /> Page 17 of 31 <br /> 17 <br />
