attendant utility and sanitary facilities, shall: <br /> (I) Be floodproofed so that below one foot above the base flood elevation <br /> the structure is watertight with walls substantially impermeable to the <br /> passage of water; <br /> (2) Have structural components capable of resisting hydrostatic and <br /> hydrodynamic loads and effects of buoyancy; and <br /> (3) Be certified by a Colorado registered professional engineer or architect <br /> that the design and methods of construction are in accordance with accepted <br /> standards of practice for meeting the provisions of subsection F.2 of this <br /> section. Such certifications shall be provided to the director as set forth in <br /> section 17.56.180. <br /> b. All new construction and substantial improvements of nonresidential <br /> structures within any AO and AH zone on the FIRM: <br /> (1) Shall have the lowest floor, including basement, elevated above the <br /> highest adjacent grade at least two feet above the depth number specified in <br /> feet on the FIRM (at least three feet if no depth number specified); or <br /> (2) Together with attendant utility and sanitary facilities, shall be <br /> completely floodproofed to that level to meet the floodproofing standard <br /> specified in subsection F.2.a(1), (2)and (3) of this section. <br /> c. Within zones AH and AO, adequate drainage paths around nonresidential <br /> structures on slopes to guide floodwaters around and away from proposed <br /> structures shall be required. <br /> 3. Manufactured homes: <br /> a. Manufactured homes shall be anchored in accordance with subsection E of <br /> this section. <br /> b. All manufactured homes or those that are substantially improved shall <br /> conform to the following requirements: <br /> (1) Manufactured homes that are placed or substantially improved on a <br /> site outside of a manufactured home park or subdivision, in a new <br /> manufactured home park or subdivision, in an expansion to an existing <br /> manufactured home park or subdivision, or in an existing manufactured <br /> home park or subdivision on which a manufactured home has incurred <br /> substantial damage as the result of a flood, shall be elevated on a permanent <br /> foundation such that the lowest floor of the manufactured home is elevated <br /> at least 12 inches above the base flood elevation and shall be securely <br /> anchored to an adequately anchored foundation system to resist flotation, <br /> collapse and lateral movement. <br /> Ordinance No.1625,Series 2012 <br /> Page 18 of 31 <br /> 18 <br />
