A. Administer, implement, and enforce the provisions of this chapter and other <br /> appropriate sections of 44 CFR (National Flood Insurance Program Regulations) and state <br /> regulations pertaining to floodplain management; <br /> B. Review all development permit applications to determine that the provisions of this <br /> chapter have been satisfied; <br /> C. Review all development permits to determine that they are complete and that all <br /> necessary permits have been obtained from those federal, state or local governmental <br /> agencies from which approval is required; <br /> D. Review all development permits to determine if the proposed development adversely <br /> affects the flood-carrying capacity of the area of special flood hazard; <br /> E. Notify adjacent communities and the state water conservation board and urban <br /> drainage and flood control district prior to any alteration or relocation of a watercourse, and <br /> submit evidence of such notification to FEMA; <br /> F. Require that maintenance is provided within the altered or relocated portion of such <br /> watercourse so that the flood-carrying capacity is not diminished; <br /> G. When base flood elevation data has not been provided in accordance with section <br /> 17.56.070, obtain, review, and reasonably utilize any base flood elevation and floodway <br /> data available from a federal, state or other source, until such other data has been provided <br /> by the FEMA administrator, as criteria for requiring that all new construction and <br /> substantial improvements of residential structures have the lowest floor (including <br /> basement) elevated at least one foot above the flood protection elevation and all new <br /> construction and substantial improvements of nonresidential structures have the lowest <br /> floor (including basement) elevated or floodproofed to at least one foot above the level of <br /> the base flood elevation; <br /> H. Maintain and hold open for public inspection all records pertaining to the provision of <br /> this chapter, including actual elevation (in relation to mean sea level) of the lowest floor <br /> (including basement) of all new or substantially improved structures and any floodproofing <br /> certificate required by section 17.56.200; and <br /> 1. Inspect all development at appropriate times during the period of construction to <br /> ensure compliance with all provisions of this chapter, including proper elevation of the <br /> structure. <br /> Sec. 17.56.190.- Map disputes. <br /> The following procedures shall be used by the board of adjustment in deciding contested cases in <br /> which the location of the flood regulatory district boundary is disputed: <br /> A. In all cases, the person contesting the location of the district boundary shall be given a <br /> hearing before the board of adjustment at which he may submit his own technical evidence <br /> if he so desires.
