<br />City Council <br />Study Session Summary <br />May 24, 2005 <br />Page 2 of 4 <br /> <br />qualified not-for-profit organization that is of direct benefit to all residents of <br />Louisville'. Julie Boyd explained that City events always take priority and take up <br />most of the available opportunities for inserts. Council reviewed the schedule of <br />inserts planned for 2005 and 2006. Council member Keany expressed concern <br />for organizations using the utility bills to raise funds over which the City has no <br />control. Mayor Sisk disagreed with Council member Keany, explaining that the <br />funds are overseen by the respective Boards for each organization. <br />Councilmember Levihn agreed. Council suggested that any time an insert is one- <br />sided, the City should use the second side to advertise City programs and events <br />(Le. Golf Course, Recreation Center). It was agreed to continue following the <br />current policy for utility bill inserts. <br /> <br />Discussion - Council Donations Policy <br />Julie Boyd explained that from time to time the City Council receives requests for <br />donations which fall out of the cycle for the regular contribution program. A policy <br />has been drafted with criteria for City Council to use when considering these <br />requests. <br /> <br />The following guidelines shall be used by the City Council when considering <br />these requests, and preference will be given to requests that meet the criteria <br />listed below: <br /> <br />· The request is for a one-time event, project or program that could not have <br />been reasonably foreseen during the time of the annual grant application <br />process associated with adopting the City's annual budget; <br />. The request is for funding that will benefit Louisville residents and citizens; <br />. The request is from an organization that is locally based; <br />. Preference will be given to requests benefiting Louisville youth; <br />. Only one request per organization will be considered annually; <br />. Funding will be considered by the City Council in accordance with money <br />available in its discretionary budget, or other budget the Council may <br />consider to be appropriate; <br />. The City Council may establish or consider other criteria as it determines <br />is appropriate; <br />. The decision made by the Louisville City Council regarding these requests <br />will be made at a regular or special meeting, and shall be final. <br /> <br />Councilmember Marsella stated that this policy would preclude City Council from <br />donating to the competitive baseball team that is based out of Louisville, but <br />whose members are all Louisville residents. Councilmember Van Pelt agreed. <br />Mayor Sisk explained that this team is afforded use of Louisville recreation fields <br />for practice and should be considered a locally-based organization. <br />
