<br />City Council <br />Study Session Summary <br />May 10, 2005 <br />Page 2 of 7 <br />Greg McMenamin explained that a key component of the plan was to open up <br />the first floor lobby area to create a more inviting, useful area. The current lack of <br />meeting space was also addressed. The second-floor balcony will be enclosed <br />and converted into meeting space for the City Manager's office. A new exterior <br />stair exit is proposed for the south side of City Hall, which will bring the building <br />into compliance with emergency exit requirements. <br /> <br />The project has been separated into phases. The first phase would include the <br />former Police Department area, roof, and HVAC system. Upon completion of <br />phase one, the planning/building departments, and City Clerk's offices could <br />move into place. The second phase would include Public Works, the first floor <br />lobby and the City Manager's office. The third phase would involve the Human <br />Resources office. The fourth and final phase would be to complete the <br />Information Technology area. Greg McMinamin stated that the entire project <br />would take approximately 6-8 months to complete and the phases can be <br />adjusted as necessary. Opportunities for energy conservation were discussed. <br /> <br />Julie Boyd distributed copies of the proposed budget for phase one. Council <br />directed staff to present project costs to the Finance Committee for review. <br /> <br />Discussion - Revised Trailers/RV Storage Parking Ordinance <br />Mayor Sisk explained that the current ordinance regarding trailer/RV storage <br />parking is not being enforced. <br /> <br />Commander Bill Kingston reported that in 2002 an ordinance was adopted <br />regulating trailer/RV parking. After considerable discussion, the decision was <br />made not to enforce the ordinance. Within the last few months, the Police <br />Department has received more and more complaints from residents regarding <br />trailer/RV storage parking within the City. <br /> <br />Mayor Sisk asked to clarify that the Police Department is aware of the ordinance <br />but is not enforcing the ordinance. <br /> <br />Bill Kingston replied that former Mayor Davidson directed the Police Department <br />to not enforce the ordinance, as some of the terms used in the current ordinance <br />are vague. <br /> <br />Julie Boyd reported that staff met with Commander Kingston & Code <br />Enforcement officers to discuss the types of complaints the Police Department <br />has been receiving, as well as any safety issues.
