City Council <br />Meeting Minutes <br />November 5, 2012 <br />Page 14 of 15 <br />Council member Keany inquired if the size of the residential units could be two or three <br />bedroom. He noted public comment referenced underground parking for commercial <br />and above ground parking for residential, thus not requiring waivers. <br />Planning Director Russ stated there would still be the same foot print for the residential <br />buildings. City Attorney Light stated in the parking mixed -use development, the gross <br />land area over a residential site is determined by the City and not the applicant. <br />Council member Keany was concerned that the diagonal parking spaces off Centennial <br />Drive could potentially cause accidents. He suggested the striping of the roadway might <br />be misinterpreted as belonging to the Walgreens and other retail stores. <br />Council member Loo clarified the Council is being asked to approve 25,500 SF retail <br />building and not the Alfalfa's Grocery Store. <br />Council member Jasiak voiced her concern over the density of the property, but felt the <br />proposal has been vastly improved. She felt the waivers were warranted because the <br />design components are an amenity to the City. She stated bringing vitality to the area <br />and the site enhancements warrant the waivers. <br />Council member Yarnell stated her preference to use the more conservative numbers. <br />She also felt the waivers were warranted. <br />Bill Fox, Fox Tuttle, Boulder, CO addressed Council member Keany's concern relative <br />to the diagonal parking. He stated the parking contributes to a slow and safe <br />environment. Council member Keany was also concerned over the diagonal parking <br />along Centennial Drive. <br />Mayor Muckle addressed the report on the signalization of Centennial and Main Street. <br />Mr. Fox stated there could be some signal timing made today to eliminate the traffic <br />backup on Centennial. <br />Mayor Muckle asked for the dimensions of the parking spaces in the proposal. Planner <br />Robinson stated the dimensions of the parking spaces are 9 feet wide. <br />Mayor Muckle observed the City Council reviews developments on a case -by -case <br />basis. He stated the economic proposal is much better than the last proposal. The fiscal <br />analysis in the long run is better than in the short run. Although the Council is not <br />approving the Alfalfa's Grocery Store, it will enhance and revitalize the area. <br />PUBLIC COMMENTS <br />Deborah Fahey, 1118 W. Enclave Circle, Louisville, CO asked if the entrance to the <br />retail area ( Walgreens) could be shifted to enter directly into the retail area. Council <br />26 <br />
