City Council
Meeting Minutes
November 5, 2012
Council member Keany inquired if the size of the residential units could be two or three
bedroom. He noted public comment referenced underground parking for commercial
and above ground parking for residential, thus not requiring waivers.
Planning Director Russ stated there would still be the same foot print for the residential
buildings. City Attorney Light stated in the parking mixed -use development, the gross
land area over a residential site is determined by the City and not the applicant.
Council member Keany was concerned that the diagonal parking spaces off Centennial
Drive could potentially cause accidents. He suggested the striping of the roadway might
be misinterpreted as belonging to the Walgreens and other retail stores.
Council member Loo clarified the Council is being asked to approve 25,500 SF retail
building and not the Alfalfa's Grocery Store.
Council member Jasiak voiced her concern over the density of the property, but felt the
proposal has been vastly improved. She felt the waivers were warranted because the
design components are an amenity to the City. She stated bringing vitality to the area
and the site enhancements warrant the waivers.
Council member Yarnell stated her preference to use the more conservative numbers.
She also felt the waivers were warranted.
Bill Fox, Fox Tuttle, Boulder, CO addressed Council member Keany's concern relative
to the diagonal parking. He stated the parking contributes to a slow and safe
environment. Council member Keany was also concerned over the diagonal parking
along Centennial Drive.
Mayor Muckle addressed the report on the signalization of Centennial and Main Street.
Mr. Fox stated there could be some signal timing made today to eliminate the traffic
backup on Centennial.
Mayor Muckle asked for the dimensions of the parking spaces in the proposal. Planner
Robinson stated the dimensions of the parking spaces are 9 feet wide.
Mayor Muckle observed the City Council reviews developments on a case -by -case
basis. He stated the economic proposal is much better than the last proposal. The fiscal
analysis in the long run is better than in the short run. Although the Council is not
approving the Alfalfa's Grocery Store, it will enhance and revitalize the area.
PUBLIC COMMENTS
Deborah Fahey, 1118 W. Enclave Circle, Louisville, CO asked if the entrance to the
retail area ( Walgreens) could be shifted to enter directly into the retail area. Council
26
