City Council <br />Meeting Minutes <br />November 20, 2012 <br />Page 13 of 15 <br />Jim Loftus, Loftus Development, Inc., 2495 Canyon Blvd, Boulder, CO introduced the <br />following speakers: Mr. Mike Mulhern, who would make the applicant's presentation; <br />Bill Fox, Traffic Engineer, from Fox Tuttle, who completed the traffic study and Mark <br />Retzloff representing Alfafa's. <br />Mike Mulhern, The Mulhern Group, Ltd, 1730 Blake Street, Denver, CO, presented the <br />Village Square Mixed -Use Redevelopment Proposal. The retail was increased from <br />10,000 SF to 33,000 SF. The residential component was reduced from 390 units to <br />111. He outlined the concerns expressed by the residents such as the height of <br />structures, parking, and density. He noted the points of access will remain the same. <br />The main entry is tree -lined and there is a detached walkway, which tie into the existing <br />walkway to the retail shopping area, creating a healthy environment for the trees. <br />The Alfafa's grocery store is 25,500 SF and includes a community room and outside <br />dining. There are 120 parking spaces for Alfafa's and for the added retail shop area. <br />The residential development is U- shaped consisting of three buildings and courtyard. <br />Parallel parking is included along Centennial Drive. There is a thirty foot buffer between <br />the development and the Village Square Condominiums. The proposal includes dense <br />landscaping. The benefit is reduction of travel along Centennial Drive. He reviewed the <br />design and materials of the architecture for the residential buildings. <br />PUBLIC COMMENTS <br />Jean Morgan, 1131 Spruce Street, Louisville, CO stated she was pleased with the <br />Alfalfa's component of the development. She voiced her concern over the variances, <br />the density of the residential property and the weekend parking. She felt the LRC TIF <br />money should be allowed to spruce up the shopping center. She felt this project <br />proposal needs more work. <br />Peter Stewart, 1132 Jefferson Avenue, Louisville, CO supported the project and felt this <br />proposal is much better than the last one and would be an asset to the City. He liked <br />the streetscapes, open plazas and the addition of the Alfalfa's Grocery Stores. He liked <br />the orientation of the buildings and the mixed use concept but was concerned with the <br />density of a development on a five -acre parcel. He asked Council to carefully consider <br />the density and affordable housing developments. <br />Mary Nickerson, 2367 Senator Court, Louisville, CO liked this proposal more than the <br />last two. She was concerned over the parking and the dimensions of the parking <br />spaces. She addressed the variances requested with this proposal including parking <br />and height of the buildings. She noted the condominiums are to be luxury units, but <br />stated the majority are studio or one bedroom apartments. <br />COUNCIL COMMENTS <br />25 <br />
