TO: MAYOR AND CITY COUNCIL <br />FROM: MALCOLM FLEMING, CITY MANAGER <br />DATE: SEPTEMBER 4, 2007 <br />SUBJECT: RESOLUTION N0.43, SERIES 2007, A FINAL SUBDIVISION PLAT AND <br />FINAL PLANNED UNIT DEVELOPMENT (PUD) DEVELOPMENT PLAN <br />-LOTS 2 AND 3~, BLOCK 4, THE BUSINESS CENTER AT CTC, REPEAT <br />D. <br />ORi(iiNATiNG DF.PARTMF,NT: PLANNING <br />BACKGROUND: <br />The applicant, CTC Commercial One LI,C., is requesting authorization of a final subdivision plat and <br />Planned Unit Development (PUD) development plan for phased development of a two lot subdivision. <br />The final PUD development plan proposes the construction of two (2) single story 31,738 SF flex office <br />buildings on both lots. Although the two lots, Lots 2 and 3, are currently part of a formal subdivision <br />plat (the Business Center at CTC, Replal: D), the applicant is requesting a lot line adjustment to move the <br />common boundary between the two lots approximately 8' north of it's existing location. <br />The subject parcel is located adjacent to and west of South 104' Street, and north of Dogwood Street. <br />To the north is an 18 acre parcel zoned Commercial which is currently vacant. Located to the west are <br />two existing structures, totaling approximately 79,000 SF on a 5.4 acre CTC parcel, under the ownership <br />of Colorado Tech Land Company, LLC, which is the same owner of this project. To the east of the <br />subject parcel is the Mayhoffer Section 15 Open Space owned by Boulder County. <br />SUMMARY OF PROPOSAL /STAFF COMMENTS: <br />As the proposed building is coming forv~rard as a speculative building the core and shell is being <br />designed to maximize the opportunity to `flex' for the needs of future multiple tenants including a mix of <br />office, light manufacturing, industrial and warehouse uses. The building proposal is subject to the design <br />standards of the Industrial Development and Design Standards and Guidelines (IDDSG). <br />The subdivision plat and the PUD proposal are generally in compliance with the requirements of the <br />Louisville Municipal Code (EMC) with respect to the requirements for subdivision, as well as the <br />standards of the IDDSG. <br />Subdivision Plat: <br />The applicant has submitted a final subdivision plat to allow for a lot line adjustment of 8' to the north <br />for Lot 3. As the applicant laid out the :;ite plan, based on the standards established in the design <br />guidelines, it was found that the lot line:; needed to be adjusted to allow for each building to have a <br />conforming side yard setback. According to the standards established in the International Building Code <br />(IBC), buildings must retain a minimum. setback of 10' from any property line, or be constructed of fire <br />rated materials. Without the lot line adjustment, the building to the south would only have a 2' side yard <br />Resolution No. 43, Series 2007, a final <br />SUBJECT Subdivision Plat and final Planned Unit AGENDA ITEM <br />Development (PUD) Development Plan -Lots 2 <br />and 3, Block 4, the Business Center at CTC, 4 <br />Replat D. <br />
