SUBJECT: Resolution No. 43, Series 2007, a final Subdivision Plat and final PUD Development <br />Plan -Lots 2 and 3, Bloclc 4, the Business Center at CTC, Replat D. <br />DATE: September 4, 2007 <br />setback to the north. <br />PUD Development Plan: <br />Site Plan <br />The proposed site plan provides a layout for two 31,738 SF single-story flex office buildings. Once <br />approved, each lot could be sold off for individual ownership. According to the applicant, the project <br />will be phased to allow for the start of construction of one of the buildings within 6 months of the <br />approval date. The phasing is based on the availability of offsite sanitation facilities which is being <br />constructed by the City. The Public Wo~°ks Department has noted the ocupancy of the buildings shall not <br />occur until the new lift station on South 104`" Street is constructed. <br />The proposed buildings do allow full vehicular and emergency access to all sides of the building, as well <br />as loading docks in the rear of the building (located on the west side of the building). <br />Building setbacks and the design of parking and vehicular circulation areas are in compliance with the <br />IDDSG. <br />Access <br />The development is designed to allow for three access points -two on South 104th Street (to the east) and <br />one on Dogwood Street (to the south). Because these properties are intended to be sold off individually, <br />the applicant has allowed for a shared access easement to be dedicated on the subdivision plat. <br />According to the IDDSG, properties larger than 5 acres are permitted 3 access points. Because this <br />property is larger than 5 acres in size (5.65 acres), they are permitted the 3 access points. <br />Parking and Circulation <br />The proposed development exceeds the minimum parking ratio of 2.0 spaces per 1,000 square feet as <br />required by the IDDSG. Lot 2 allows for 90 standard parking spaces and 2 handicapped spaces for a <br />total of 92 parking spaces, or a parking ratio of 2.89 spaces per 1,000 square feet. Lot 3 allows for 86 <br />standard parking spaces and 2 handicapped spaces for a total of 88 parking spaces, or a parking ratio of <br />2.77 spaces per 1,000 square feet. While sufficient parking availability may be reviewed in conjunction <br />with tenant finish permits, staff supports. the parking ratios as being able to address the anticipated <br />parking demand of a flex occupancy. <br />The applicant has also provided adequate area for bicycle parking located near the entry of each building. <br />There is bicycle parking available fora 1:ota1 of 18 bicycles. <br />Landscaping <br />Landscape coverage meets the required 25% of the lot area as required by the IDDSG. The caliper and <br />number of landscape materials reflect compliance with the IDDSG with regard to parking lot, <br />streetscape, and side property minimum standards. <br />Building Architecture <br />
