TO: MAYOR AND CITY COUNCIL <br />FROM: MALCOLM FL:EMING, CITY MANAGER <br />DATE: SEPTEMBER 4,. 2007 <br />SUBJECT: RESOLUTION ]x0.44, SERIES 2007 A RESOLUTION APPROVING A <br />FINAL PLANNED UNIT DEVELOPMENT (PUD) DEVELOPMENT PLAN <br />FOR 282 CENTURY PLACE (LOTS 4 - 6, BLOCK 1, CENTENNIAL <br />VALLEY BUSINESS PARK FILING NO. 1). <br />ORIGINATING DEPARTMENT: PLANNING <br />BACKGROUND: <br />The applicant, Koelbel and Company, is requesting authorization of a final PUD development plan as <br />required for commencing the entitlement process with the City for a future office development. The final <br />PUD development plan proposes the construction of one (1) single story 62,350 SF building. <br />This development is part of the Centerurial Valley Office Park, which primarily consists of large scale <br />office buildings for multiple tenants. The roadway system and utility infrastructure are all in place and <br />are sized adequately to service the proposed 62,350 SF building. <br />SUMMARY OF PROPOSAL / STAFF COMMENTS: <br />The property is located within the Centennial Valley Business Park, which is zoned Planned Community <br />and includes a mix of commercial and office planning areas. The land uses and densities are established <br />on the Centennial Valley General Development Plan (GDP), as was approved in the early 1980s and has <br />been amended on several occasions, most recently in 1995. The GDP establishes land use designations <br />and zoning for properties totaling 882 acres, much of which has been developed. The majority of the <br />remaining vacant lands are established as office /research /corporate office development areas. <br />The building proposal is subject to the design standards of the Commercial Development and Design <br />Standards and Guidelines (CDDSG). <br />PUD Development Plan: <br />Building Architecture <br />In accordance with the CDDSG, building massing is reduced in scale through variations in color, step <br />backs in the building footprint, and variation in roof forms. The building is proposed to be steel frame <br />and masonry architecture on a concrete slab on grade. Each elevation feature is comprised of varying <br />roof elements that break up the extended facade. A store front system will provide two patterns of <br />glazing where panels are recessed.
