Louisville City Council Meeting <br />August 7, 2001 <br />Page 4 <br /> <br />Johnstone reviewed the site plan for the parking lot, which is designed in an L-shape with <br />entrances off both Front Street and the alley. The access to the alley is through the <br />previously approved parking lot for 917 Front Street. Johnstone explained that in the <br />downtown commercial area, the City has attempted to limit the number of private parking <br />stalls that back directly into alley in order to minimize conflict with the use of the alley <br />for truck loading and trash services. <br /> <br />Johnstone stated that the applicant has requested an exception to the 15-foot required <br />buffer adjacent to Front Street. Wood noted that the Planning Commission has <br />recommended support of the proposed buffer of seven feet, which includes a low wall <br />and landscaping to buffer the parking lot from street view. Johnstone stated that the <br />Planning Commission approved the application by a vote of 5-0 on July 19, 2001, with <br />three minor conditions. The applicant has modified plans or provided written <br />acknowledgement for all conditions of approval. <br /> <br />Davidson called for Applicant presentation. <br /> <br />Erik Hartronft, Hartronft Fauri Architects, Project Architect, 801 Main Street, Louisville, <br />CO, stated that the applicant would comply with the existing conditions. <br /> <br />Nancy Love, 841 Front Street, President of the Downtown Business Association, stated <br />that the DBA supports the proposal, and urged Council to approve the Final PUD. <br /> <br />COUNCIL COMMENTS <br /> <br />Davidson asked Johnstone for an explanation on Resolution No. 38, regarding the <br />remaining condition of the landscaping for the parking lot. Johnstone stated that the <br />condition is a recommendation for the best plant materials and trees to be used for <br />screening the alley. <br /> <br />Keany questioned the level of detail of the recommended plant materials. Johnstone <br />stated that it merely recommends appropriate plant species for the area. <br /> <br />Keany asked if that condition would be referenced in the PUD. Johnstone stated that <br />there is flexibility in the requirement without reference on the PUD. <br /> <br />Keany voiced his belief that the City should not micro-manage the details of plantings of <br />flowerbeds. <br /> <br />Mayer suggested that Staff is recommending functionality of the landscaping and not <br />aesthetics. <br /> <br />4 <br /> <br /> <br />
