City Council <br /> Meeting Minutes <br /> December 4, 2012 <br /> Page 10 of 16 <br /> recommended this be a cash payment in lieu of land dedication. The cash in-lieu will <br /> advance the connection to the Coal Creek Trail. <br /> The Final Development Plan proposes the following phasing plan: <br /> • Phase 1A—will start construction in late 2012 and will include 17 outdoor tennis <br /> courts (8 of which will become indoor courts under seasonal bubbles in the <br /> winter), 8 outdoor clay courts, a pool, a club house in the renovated single family <br /> home (existing), and 88 parking spaces. <br /> • Phase 1B —will be constructed in July 2013 and include the additional two <br /> outdoor tennis courts, southern pool and an additional 49 parking spaces in the <br /> southern parking lot. <br /> • Phase 2 —is proposed to be constructed in 2017 and will include the 61,000 <br /> square foot clubhouse and 6 additional indoor tennis courts. <br /> The Tennis Center will operate under the name of the Rocky Mountain Tennis Center <br /> as a private membership tennis club and a teaching academy, which will be open to the <br /> general public. The Rocky Mountain Tennis Center will be a one-of-a-kind world class <br /> tennis facility with operations seven days a week (excluding holidays, 7 am to 10 pm <br /> daily). The applicant proposes to convert the existing house to a temporary clubhouse. <br /> Waivers—The Tennis Center is an allowed use in the GDP; however, the Commercial <br /> Development Design Standards and Guidelines (CDDSG) were not intended to <br /> accommodate the unique design requirements of an indoor tennis facility. <br /> 1) Building Height—40 feet, Tennis Bubble Setback, Indoor Tennis Court & Clubhouse <br /> setback, Parking Spaces, and Sidewalk paralleling Bike Path. <br /> Lighting- The Planning Commission conditioned their approval on downcast lighting. <br /> The applicant has changed their lighting plan to comply with the condition of approval. <br /> Landscaping- The proposed landscape plans for the public ROW and Tract 1 do not <br /> adhere to the CDDSG. Landscaping along the frontage of parcels will be installed and <br /> irrigated with those parcels. The applicant proposes a more native landscape approach <br /> to maintain the rural feel of the corridor and be more compatible with the adjacent <br /> Warembourg Open Space. Staff supported this request. <br /> Final PUD Development Plan - The Final PUD is generally consistent with the GDP in <br /> providing the functional requirements and phasing of the public infrastructure and the <br /> proposed land use and its layout, design, and phasing for the 10.75 acre Tennis Center <br /> (Tract 1). Development on the property's other tracts and parcels are not being <br /> processed at this time. <br />
