City Council <br /> Meeting Minutes <br /> December 4,2012 <br /> Page 11 of 16 <br /> The applicant will provide minimum trail corridor widths of 28' to 48', which will <br /> accommodate evergreen and deciduous landscape plantings as well as potential <br /> seating areas. The north/south trail corridor has been landscaped and seeded with <br /> native vegetation. Outlot A will have temporary irrigation for establishment. It is also <br /> expected the landowner would maintain the trail and landscaping in the publically <br /> dedicated land in Outlot A adjacent to Dillon Road. The Planning Commission <br /> recommended approving these waivers during the final Plat and PUD process. <br /> Staff recommended approval of the Final Plat and Final PUD for the St. Louis Parish <br /> and Commercial Park without condition. <br /> APPLICANT PRESENTATION <br /> Bill Boothby, 4028 Pebble Beach Drive, Longmont, CO representing the Rocky <br /> Mountain Tennis Center presented new colored site plans of the proposed Tennis <br /> Center. He explained in tennis, there are two seasons; in the summertime tennis is <br /> played outside and in the winter time, when tennis players play inside. He presented <br /> the summer layout, which consisted of red and blue courts. The winter courts are <br /> covered by bubbles, which contain four courts per bubble. <br /> They propose to remodel and add on to the Johnson house, which will serve as the <br /> clubhouse and include a swimming pool. The long term objective, as the membership <br /> grows, would be to move the clubhouse east of the facility. They propose to construct a <br /> 60,000 SF permanent facility with six indoor courts and an 8,000 to10, 000 SF <br /> Clubhouse. He stressed the importance of the location of the traffic signal on 96th street <br /> to provide access to the facility. The proposal includes a teaching academy, and <br /> housing units for the students (the clubhouse will eventually be converted for short term <br /> housing for students). The teaching academy will be open to the public and this high <br /> profile teaching academy will draw people from across the country to Louisville. <br /> Mr. Boothby noted there was a minor discrepancy on the parking phase. In the initial <br /> phases there will be 68 parking spaces in the north lot with 20 spaces in the south lot for <br /> employees. Planning Director Russ confirmed Mr. Boothby's statement and noted it <br /> was included in the staff report and the Resolution contained the correct information. <br /> COUNCIL COMMENTS <br /> Council member Keany asked which parts of the infrastructure would go in on the first <br /> phase of the project. Planning Director Russ explained all the roadways and trails will <br /> be included in the first phase. The sidewalks will come in with the Planned Unit <br /> Development. The time the signal light will be installed will be decided by the City. <br /> Mayor Muckle asked about the access points into the three properties and the lighting <br /> plan.
