He explained the lighting plan is state of the art and intended to stay on the tennis <br /> center, but noted it is a tennis center and there will more light than is currently there. <br /> Mayor Muckle supported the cash in lieu of land dedication, but inquired whether the <br /> public land dedication should be used to create more setbacks for the church. Planning <br /> Director Russ explained there are building setback requirements which put the church <br /> further back. The Parks Division looked at the corner and determined it was not <br /> worthwhile for open space. He stated there is a natural gas pump station at the <br /> intersection and other things, which compromise the integrity of the area as public land. <br /> Council member Keany asked whether there are any limitations on the lighting hours. <br /> Planning Director Russ stated the hours of operation would be 7 am to 10 pm. <br /> Council member Jasiak voiced her appreciation for the project. <br /> MOTION: Mayor Pro Tem Dalton moved to approve Resolution No. 79, Series 2012, <br /> seconded by Council member Loo. <br /> Mr. Boothby requested the hours be extended to 11:00 p.m. for special events. There <br /> was further Council discussion on the hours of lighting. There was City Council <br /> consensus on extended hours for special events. <br /> City Attorney recited the friendly amendment to the motion to add a condition of <br /> approval as follows: "Outdoor tennis court play lighting shall be used only during play, <br /> further limited to between the hours of 7 a.m. and 11 p.m. This condition does not apply <br /> to safety or security lighting." <br /> Council member Loo voiced her concern there have been occasions where other <br /> tournaments have gone over the limited time. Mr. Boothby noted there are no <br /> residential homes in the area and the CTC center is not operational during the <br /> evenings. He also noted they will be very mindful of lighting to keep the cost down. <br /> Council member Keany voiced his support for the project but wanted the condition <br /> included in the event the management of the tennis center changes. <br /> VOTE: All were in favor.
