The improvements in this proposal will capture and hold <br /> the water and slowly release to the north and eventually to the open space area. The <br /> Public Works Division and the Civil Engineer will work jointly on this project. <br /> Bryan Camphouse, Anderson & Hastings, 12596 West Bayaud Avenue, Lakewood, CO, <br /> Civil Engineer for the project, reported speaking with City Engineer Cameron Fowlkes <br /> relative to phasing the drainage improvements. He explained the chase (drainage pan) <br /> at Hawthorne currently has a 4-foot wide opening, but was originally designed to have a <br /> 22 square inch opening. In the interim, they propose to place a plate or concrete at the <br /> opening to bring it down to the original size to temporarily keep the water on site and <br /> release it at the historic rate. This proposal was acceptable to the City and the Church. <br /> He noted closing the drive into the parking lot and adding a new drive, will return the <br /> drainage back to the 1983 rate. <br /> Council member Keany noted the proposal removes two large trees at the entry point of <br /> the new drive and asked if they will be replaced. Planning Director Russ explained the <br /> City does not have a tree ordinance and at the time this was platted, there was not a <br /> landscaping requirement. <br /> Council member Keany inquired about the lighting plan. Planning Director Russ stated <br /> the City does not have a standard for lighting however the applicant can speak to their <br /> lighting plan. Council member Keany preferred the lighting be contained to the site and <br /> off in the evening hours when there is not an event or function. He suggested the <br /> parking lot lights be on timers. <br /> Council member Keany asked if the proposal would increase traffic on Hawthorne or <br /> Washington or will this be an improvement. Planning Director Russ stated the <br /> realignment of the intersection will be safer. Hawthorne will yield to certain traffic <br /> movements. He did not believe it would be detrimental to the quality of life of those <br /> residents. Planning Director Russ explained the Church has two access points; one on <br /> South Boulder Road and one at Washington. Traffic going to Boulder will use a right-in, <br /> right-out at South Boulder Road and eastbound traffic will use Washington Avenue, <br /> which is a signalized intersection. He noted the Church is not being expanded so the <br /> Public Works Department did not view this as change in the total traffic volume. <br /> Council member Jasiak asked Mr. Bailey if there was any difference in the stormwater <br /> accumulations last year when the City increased their snowplowing. Mr. Bailey stated <br /> he did not notice any difference. Council member Jasiak asked Mr. Bailey to keep the <br /> City informed. Mayor Pro Tem Dalton asked Mr. Bailey if the Project Engineer's <br /> proposal for a temporary fix sounded reasonable. Mr. Bailey stated it did. <br /> Mayor Muckle asked how many large events occur during the year. Quinn Remond, 737 <br /> Polk Court, Erie, CO, a volunteer leader at the church, explained the building is used <br /> every Sunday by three congregations or wards and the parking capacity is adequate. <br /> Every six months there is a large conference, where eight congregations come together <br />
