However, through this application <br /> process, the applicant revealed the existing stormwater facilities have been <br /> compromised and water is not being properly detained in the current parking area. The <br /> new drainage plan will significantly improve the drainage by holding the water and <br /> releasing it into open space land. <br /> The existing baseball field will be converted to irrigated native grass and seeding with a <br /> picnic pavilion. The northeast quadrant will retain native grasses and any portion of the <br /> area affected by the redevelopment will be reseeded. Staff conditioned approval to <br /> finish the sidewalk in the east quadrant along Washington Street. <br /> Staff evaluated the proposal against the five criteria in the Louisville Municipal Code and <br /> found them to be compliant. Staff recommended approval of Resolution No. 78, Series <br /> 2012, with the following condition: <br /> 1. The applicant shall extend the eastern sidewalk the entire length of the property <br /> along the west side of Washington Avenue. <br /> APPLICANT PRESENTATION <br /> Bryan Keys, Bryan Keys & Associates, P.C., 417 South Cascade Avenue, Colorado <br /> Springs, addressed the need for increased parking for the Church. He explained for a <br /> typical Sunday, the current parking fulfills the need. The Louisville LDS Church is <br /> unique as it serves as a meeting place for three neighboring congregations for special <br /> events, state conferences and meetings coordinated by the headquarters in Salt Lake <br /> City. In those events the parking proves to be inadequate and the only available <br /> parking is on the street or other private parking lots with permission. The goal of the <br /> project is to expand the parking lot to provide parking for those events to eliminate <br /> street parking. The drainage for this property will be improved and new landscaping of <br /> trees and shrubs will screen the parking lot and add shade to the area. <br /> PUBLIC COMMENTS <br /> Mark Bailey, 600 W. Hawthorne, Louisville, CO, a 33 year resident, stated his home is <br /> 100 yards from the parking lot in question. He explained the water from the Church <br /> parking lot drains water into the residential lots. In the summer the rain water drains into <br /> the residential lots and in the winter the water from melting snow floods and freezes in <br /> the gutters and the sidewalks. He encouraged the City Council to condition the <br /> approval on the drainage being fixed before the winter storms. <br /> COUNCIL COMMENTS <br /> Mayor Muckle asked for the historic drainage of the parking lot. Planning Director Russ <br /> explained the parking lot pond was designed to collect and detain the water and then <br /> slowly release it down to Hawthorne Street.
