(Bryan Keys) <br />Owner: Church of Jesus Christ of Latter-Day Saints (Alan Palmer, NAC Project Manager) <br />Case Manager:Sean McCartney, Principal Planner <br />Staff and the applicant request continuance to the November 8, 2012 <br />Planning Commission meeting to allow the applicantadditional time to <br />addressissues identified by staff during the review process. <br />Staff discussed the request of continuance being a result of some comments from the <br />Public Works Department requiring additional time by the applicant and Public Works <br />to resolve the concerns. <br />Moline moved and Pritchard seconded a motion to continue the LDS Church Parking <br />Expansion and Pavilion review to the November 8, 2012 meeting. Motion passed by <br />voice vote. <br />Regular Business – <br />None Scheduled <br />Discussion <br />2012 Comprehensive Plan Update – Charrette Summary and <br />Community Framework Alternatives <br />Russ led a discussion of the process leading up to the discussion this evening for the <br />2012 Comprehensive Plan with the following points: <br />The Comp Plan is a tool to provide general guidance, establishing a flexible <br />framework of community-based principles, policies and implementation <br />strategies. <br />th <br />Staff led a weeklong community design charrette on August 27. <br />A charrette is a collaborative community planning and design process that <br />brings stakeholders together to develop plans for the community. <br />Staff has led an aggressive public outreach program to establish a Vision <br />Statement and Core Values. <br />Another phase of the update has involved data collection and analysis <br />intended to help staff and the community better understand how the City <br />functions. <br />Staff worked with the following groups to develop the foundation for the <br />framework discussion during the design charrette: GIS consultant, other <br />consultants to complete a demographic, economic, and fiscal analysis the <br />City. <br />The next step will include meeting with each of the City’s boards, commission <br />and interest groups to discuss the draft framework and components of the <br />various chapters of the Comp Plan. <br />Russ reviewed the following items as a summary of the weeklong charrette: <br />Development history of Louisville from 1878 up to today. <br />
