Open Space Advisory Board <br />Minutes <br />Dec. 12, 2012 <br />Page 2 of 4 <br /> A survey has gone out to all 2012 volunteers to assess how the year has gone <br />and to collect comments. <br /> Wildlife camera photos have gone up on the Fans of Louisville Open Space <br />Facebook page. Public comment has been positive. <br /> New no-parking signs have gone up at Davidson Mesa. Previously, the parking <br />lot relied on the open space brand of no-parking signs. Typical city street signs <br />are now being installed.Code Enforcement noted that it feels more comfortable <br />ticketing parking violations where the usual city street signs are being used. <br /> The fishing pond is being filled at Warembourg. Additionally, staff will attempt to <br />anchor the island. <br /> There were a few public comments about increased use of the social trails by <br />bikes at North Open Space. The callers were interested in increasing code <br />enforcements and ticketing. <br /> Tentative date for study session with City Council is set for April 23, 2013. Time is <br />TBD. <br />VI. Board Updates <br /> Tom met with the Mayor and reports that the Mayor was satisfied with the <br />direction that OSAB is going. <br />VII. Public Comments on Items Not on the Agenda <br /> Caryn Greef, 161 Raintree Ct. – Ms. Greef noted that the dog waste collection <br />bags that the City is providing are not adequate. <br />VIII. Discussion Item: McCaslin Underpass Design <br />Presentation by: Scott Belonger, Loris & Associates <br /> Problems: Inadequate entrance for parking at Davidson Mesa and an <br />unstructured parking lot design by Harper Lake. <br /> Proposed solutions: <br /> At Davidson Mesa, there is a circular parking lot proposed. This increases <br />o <br />the number of parking spaces from 12 to 18. <br /> The off-leash area would lose approximately 5% of its area. <br /> Fencing would be installed that would limit the conflicts between dogs / <br />o <br />people / cars as the dogs and their owners move through the parking lot. <br /> At Harper Lake, the footprint of the parking lot is reduced. There are <br />o <br />approximately 30 parking spots currently. The new parking lot would <br />provide 25 spots. <br /> The acceleration lane on McCaslin will be removed and a new <br />sidewalk will be available for public use. This also reduces the <br />length of the underpass. <br /> A 5% grade trail will lead from the Davidson Mesa Trailhead to the <br />o <br />underpass. Retaining walls will be used to prevent people from going off <br />the trail. <br />3 <br />
