Under this process there would be a contingency on any <br /> land swap. <br /> Council member Loo asked Peter Stewart to respond to the potential landmarking and <br /> whether tax credits would be available if the entire site is not landmarked. Mr. Stewart <br /> reported having a conversation with the National Park Service about the criteria for <br /> appropriate site boundary and noted they want some assurances. <br /> Council member Loo stated her concern centered on landmarking the entire property <br /> without input from potential land development partners. Planner I Robinson stated <br /> landmarking is one step in the process. The grain elevator was purchased with Historic <br /> Preservation Funds and landmarking the property now or later will not change the <br /> process. Doing it now adds certainty to a development partner. <br /> Council member Loo voiced her concern potential partners may have other options for <br /> tax incentives and felt the landmarking could be done later. Planning Director Russ <br /> stated landmarking would clearly communicate to potential partners the design <br /> expectation and establish the best practice standards and design control. He noted the <br /> Historic Preservation funds will not be available unless the grain elevator is landmarked. <br /> PUBLIC COMMENT <br /> Michael Menaker, 1827 W. Choke Cherry Drive, Louisville, CO supported eventually <br /> landmarking the grain elevator, but asked how the property can be landmarked without <br /> resolving the boundary issues. He feared a partner may want to only develop the NAPA <br /> building or only the Grain Elevator and supported tabling the landmarking until there is a <br /> development partner. He urged Council not to use the Historic Preservation Funds. <br /> Randy Caranci, 441 Elk Trail, Lafayette, CO, owner of the warehouse, clarified he is not <br /> reluctant to work with the City, but was unclear of the railroad easement issues. He <br /> explained he has a 99-year contract on the railroad easement for which he pays <br /> $1,200.00 a year. He supported a land swap, but did not want to be landlocked. He <br /> wanted to utilize the property as a drive for 53' tractor trailers. He questioned why the <br /> City would put a fence around the site as it has remained unchanged for sixty years. He <br /> supported postponing the landmarking until the other issues can be resolved. <br /> Ashley Stolzmann, 370 South Taft Court, Louisville, CO urged Council to landmark the <br /> Grain Elevator. She did not feel it was appropriate to use Historic Preservation Funds <br /> to purchase the property, without landmarking the property. <br /> COUNCIL COMMENTS <br /> Council member Sackett agreed with Ms. Stolzmann's comments. He stated there was <br /> not anything to be gained by delaying the landmarking of the grain elevator. <br />
