City Council <br /> Meeting Minutes <br /> January 8, 2013 <br /> Page 9 of 16 <br /> Based on these guidelines and an evaluation of the property, staff recommended the <br /> landmark site include the entire lot except for the area around the former Napa building. <br /> The area around the Grain Elevator has retained its historic context in relation to the <br /> structure, while the area around the Napa building has been altered and no longer <br /> relates to the Grain Elevator. Designating this site will protect the City's investment in <br /> the property even if ownership is transferred to someone else, and ensure construction <br /> on the site will contribute to the preservation of the Grain Elevator. <br /> The Louisville Municipal Code does not give guidance on determining the extent of the <br /> landmark site, but the National Park Service provides guidelines to those applying for <br /> National Register listing as follows: <br /> • <br /> Select boundaries that encompass the entire resource, including both historic <br /> and modern additions. Include surrounding land historically associated with the <br /> resource that retains integrity and contributes to the property's historic <br /> significance. <br /> • Use the legally recorded parcel number or lot lines for urban and suburban <br /> properties that retain their historic boundaries and integrity. <br /> Staff recommended the City Council approve Resolution No. 3, Series 2013 for its <br /> architectural and social significance. <br /> COUNCIL COMMENTS <br /> Council member Loo requested an update of the RFP for the Grain Elevator. Economic <br /> Development Director DeJong stated the RFP is out and proposals are due back on <br /> January 23rd. He reported receiving several calls of interest in the property and giving <br /> fairly extensive tours of the site. <br /> Council member Loo asked if all the boundary issues have been resolved. Planner I <br /> Robinson stated the boundary to the south (warehouse) has not been resolved due to <br /> issues with the railroad easement. There has been discussion relative to a land swap, <br /> to square off the property, which is contingent to the railroad issues. The north side <br /> boundary issue has been resolved in concept but will require a development partner to <br /> finalize. If landmarking is done now, and a land swap is agreed upon, it may be <br /> approved by resolution. Planner I Robinson pointed out the south property on the slide <br /> and the area to be swapped. <br /> Economic Development Director DeJong stated he has been working with the Caranci <br /> Family. The line for the southern area has not been defined because it must be a <br /> workable solution for both parties. They will continue to work to resolve the issue. <br /> City Attorney Light stated whether it comes forward as a land swap with the adjoining <br /> owner or in conjunction with a partner doing the grain elevator site, or both, it will end up <br />
